Abstract

V magistrski nalogi so predstavljeni pravni predpisi s stanovanjskega področja v Sloveniji od leta 1991 dalje. Predstavljene so prednosti in slabosti lastniškega in najemniškega stanovanja ter podrobno analizirane najemnine. Za neprofitna stanovanja se najemnina oblikuje skladno z zakonom, za ostala stanovanja pa se oblikuje prosto. V nalogi je izvedena analiza najemnega trga iz leta 2014, na podlagi podatkov o sklenjenih najemnih poslih za stanovanja. Podrobno je izdelana analiza višine najemnin, števila najemov ter oddanih površin po posameznih mestnih občinah v Republiki Sloveniji. Za oddana stanovanja so analize izvedene tudi po območjih znotraj posamezne mestne občine, ki so bila oblikovana posebej za izvedbo te naloge in izhajajo iz con modelov množičnega vrednotenja nepremičnin. Analiza najemnin je pokazala, da je bilo največ oddanih stanovanj v Mestni občini Ljubljana, kjer so najemnine dosegale najvišje vrednosti. Na število oddanih stanovanj vpliva tudi prisotnost univerze v mestni občini. V primerjavi z mestnimi občinami, ki svoje univerze nimajo, se je v teh sklenilo več najemnih pogodb. Med posameznimi mestnimi občinami so najemnine najvišje v predelih centra mesta. Ugotovljeno je, da so cone modelov množičnega vrednotenja nepremičnin v enih mestnih občinah primerne za analizo cen in najemnin, v drugih, na primer, v Mestni občini Maribor pa so ti modeli primerni zgolj za ocenjevanje posplošene tržne vrednosti nepremičnine. Na podlagi t-testa smo ugotavljali, ali so povprečne najemnine na enoto med posameznimi mestnimi občinami in znotraj mestnih občin statistično značilno različne. Rezultati so pokazali, da so v večini povprečne najemnine na enoto med obravnavanimi mestnimi občinami statistično značilno različne. Tega pa ne moremo trditi za povprečne najemnine med conami znotraj posamezne mestne občine.

Secondary title: Analysis of the apartment rental market in Slovenian city municipalities
Secondary abstract: The thesis presents the housing legislation in Slovenia since 1991. Positive and negative sides of home ownership and home renting are described. The rent for non-profit housing is formed according to the law following a valid methodology, while the rent for commercial housing is formed freely. The thesis contains an analysis of apartment rental market in 2014 based on signed lease agreements. A detailed analysis has been made on rent prices, the volume of renting and characteristics of the rental apartments within Slovenian municipalities. Analysis of rented apartments were performed also by city zones of each city municipality, which were created especially for this assignment and derive from zones of mass real estate appraisal models. The rent analysis showed that most of apartments were rented in city municipality of Ljubljana where the rent prices were also the highest. Presence of a university in a city municipality also influences the number of rented apartments. There have been many more lease contracts signed there, as opposed to municipalities with no university. In individual city municipalities the rents are the highest in city centre areas. It has been found that in some city municipalities the zones of mass real estate appraisal models are appropriate for analysing apartment prices and rents, while in other locations, such as city municipality of Maribor, those models are not usable. A t-test was carries out in order to determine whether the average apartment rents per unit in individual city municipalities and inside their zones characteristically differ from each other or not. The results showed a significant statistical difference among average apartment rents per unit in majority of city municipalities observed, a conclusion we cannot make for average rents between different zones of a certain city municipality.
