Abstract

Droge so načeloma zakonsko prepovedane zaradi povzročanja zdravstvenih težav, posledične neproduktivnosti, porasta kriminalitete ter podpiranja črnega trga. »Per se« škodljivosti prepovedanih drog so redke, večinoma pa izvirajo iz razloga, da črni trg izvaja njihovo proizvodnjo, distribucijo in maloprodajo. Kriminal, povezan z drogami je produkt svetovne politike vojne proti drogam, saj je le ta kriminalizirala vse, ki droge želijo uporabljati ali pa jih zaradi zasvojenosti morajo. Iz vseh teh ljudi je svetovna politika ustvarila kriminalce. Posest, prodaja, nakup, tihotapstvo in proizvodnja so prepovedani in rigorozno preganjani, realne podlage za sedanjo normativno razdelitev drog v prepovedane in dovoljene pa še vedno ni. Droge so del človeštva skozi celotno zgodovino, zato je skrajno represiven nastop nesmiseln in tudi neuspešen. Vojna proti drogam je le dobro prodan medijski linč iz političnih, verskih, ekonomskih ali vojaških razlogov človeške zgodovine. Primer dobre prakse (Švica) kaže, da so problemi v vezi z drogami rešljivi, če spremenimo retoriko. Vzdrževanje odvisnikov na heroinu je v Švici – z ustreznim odnosom do problematike in odvisnikov – prineslo izjemne rezultate.

Secondary abstract: Drugs are mostly illegal as they cause health issues, lack of productivity, raise crime and support the »black market«. By themselves they are hardly damaging, but they do tend to become such under the black market conditions. The crime rates and drug related crime is mainly the product of world politics, or should we say »war on drugs«, as this is what made every purhase, sale, production and trafficing illegal. Subsequently all those people who take drugs recreationally or due to addiction, are automatically pronounced criminals. It is important to realise that there is hardly any reason (hard proof) to make drugs »forbidden«. Drugs have been part of humanity as long as we exist, so keeping up with this stance on zero policy is both absurd as it is unsuccessful in this case. The »war on drugs« is actually a quite well sold marketing stunt derived from religious, political, economical or military reasons in human history. An example of good practice is seen in case of Switzerland, where the heroin maintenance program in conjunction with a changed stance on drug addicts, brought remarkable results.
