Politična participacija kot orodje demokratičnega procesa v informacijski družbi

e-participacija in e-demokracija v Sloveniji

Abstract

Politična participacija je predpogoj demokracije, saj omogoča in pomeni vključenost posameznika v politični sistem in politični proces ter s tem vplivanje na oblikovanje oblasti in javnih politik. V nalogi izhajajoč iz opredelitev temeljnih konceptov demokracije in politične participacije preko analize glavne oblike politične participacije, to je glasovanja na nacionalnih in lokalnih volitvah ter referendumih, ugotavljamo, da volilna udeležba in s tem politična participacija v Sloveniji upadata in da je treba pri krepitvi politične participacije uporabiti tudi možnosti, ki jih daje razvoj informacijsko-komunikacijske tehnologije. Osrednje zanimanje naloge so pristopi do e-demokracije in e-participacije v Sloveniji ter načini, na katere se ob uporabi informacijsko-komunikacijske tehnologije poskuša krepiti in večati politično participacijo. Pri tem nas zanimata spletni orodji predlagam.vladi.si ter portal e-demokracija.

Secondary abstract:	Political participation is a prerequisite of democracy, since it enables and means inclusion of an individual in the political system and in the political process and thus the influence on the formation of government and public policies. Starting from the definition of the fundamental concepts of democracy and political participation and continuing through the analysis of the main types of political participation, these are voting at the national and local elections and referendums, we conclude that the turnout and the political participation in Slovenia are in decline, and that there is a need to strengthen political participation by using the opportunities offered by the development of information and communication technologies. The main interests of the thesis are approaches to e-democracy and e-participation in Slovenia and the ways in which the use of information and communication technologies is trying to promote and increase the political participation. Consequently, we are interested in online tools predlagam.vladi.si and e-democracy.
