Abstract

V diplomskem delu smo obravnavali problematiko verižnega učinka v skladiščih naftnih derivatov. Izraz verižni učinek opisuje nezgode, pri katerih primarni dogodek povzroči enega ali več sekundarnih dogodkov, katerih posledice so enako hude ali hujše kot posledice primarnega dogodka. Zakonodaja predvideva, da podjetja, ki ravnajo z večjimi količinami nevarnih snovi, ocenijo možnost za nastanek verižnega učinka, vendar ne predpisuje postopkov in metod za izvedbo takšne ocene. Zato smo v diplomskem delu izdelali metodologijo za preliminarno oceno, ali je verižni učinek pri danih pogojih možen. Metodologija temelji na metodi preliminarne analize nevarnosti, ki uporablja vnaprej določene mejne vrednosti učinkov, pod katerimi tarčni objekti ne bi bili poškodovani oz. ne bi prišlo do verižnega učinka. Vključuje definiranje primarnega scenarija, analizo tega scenarija za napoved razdalj do mejnih vrednosti in primerjavo izračunanih razdalj z dejansko oddaljenostjo tarčnih objektov. Uporabo metodologije smo prikazali na primeru iztekanja goriva iz večjega rezervoarja naftnih derivatov. Rezultati kažejo, da je nastanek verižnega učinka možen pri večini izidov, ki jih napove računalniški program, to so požar luže ali curka goriva in eksplozija hlapov, saj izračunane razdalje do mejnih vrednosti večinoma presegajo oddaljenost bližnjih rezervoarjev. Če bi bila razdalja med večjimi rezervoarji nekoliko večja, npr. za 10 m, bi se število napovedanih izidov z verižnimi učinki znatno zmanjšalo.

Secondary title: The domino effect of fire and explosion for the storage of petroleum products
Secondary abstract: In this study, the issue of the “domino effect” in petroleum products storage was discussed. The term “domino effect” is used for accidents in which the main event causes one or more secondary events. Damage caused by secondary events must be as severe as that of the primary event or worse. Legislation requires that companies handing higher quantities of hazardous substances assess possibility of the domino effect. However, it does not stipulate any procedures or methods to carry out the assessment. For this reason, the methodology for preliminary analysis of the domino effect for given conditions was developed in this study. This methodology is based on Preliminary Hazard Analysis, which uses pre-determined threshold values of effects, under which target objects should not be damaged and domino effect would not happen. It involves definition of the primary scenario followed by scenario analysis for predicting the distances to pre-defined threshold values, and comparison of calculated distances with actual distances of target objects. The application of this methodology was shown for the case of a petroleum leak from a large storage tank. The results show that the domino effect would be possible for most of the calculated outcomes, such as pool fire, jet fire and vapor cloud explosion. The calculated threshold values distances mostly exceed distances to the surrounding tanks. If the distances between larger tanks were slightly bigger, e.g. for 10 m, the number of predicted critical outcomes would significantly decrease.
