Abstract

Upravljanje stavb zahteva izjemno široko paleto znanj s tehničnega, pravnega in ekonomskega področja. V diplomskem delu opredeljujemo upravnika stavbe kot naprednega vodjo, ki lahko na dolgi rok z dodatnim znanjem in razumevanjem osnovnih dejstev managementa celovitega upravljanja stavb, t.i. »facility managementa«, lastnikom nepremičnin bistveno zniža obratovalne in vzdrževalne stroške ter jim oplemeniti premoženje. Napreden vodja, t.i. »facility manager«, ne upošteva samo zakonskih predpisov, temveč pripravi kratkoročne in dolgoročne načrte za vse stavbe. Pri svojem delu potrebuje ustrezno kadrovsko zasedbo, ki mora poznati in razumeti vse procese znotraj organizacije. Sodeluje z notranjimi in zunanjimi zaposlenimi ter jih neprestano usmerja in nadzira. Napreden vodja si pri svojem delu pomaga z naprednimi programi in aplikacijami, ki mu omogočajo natančen pregled aktivnosti (npr. čiščenje stavb, hišniška opravila, varovanje okolice in stavb, skrb za požarno varnost, upravljanje kotlovnic, razna vzdrževalna dela, popravila, obnove itd.) za namen celovitega upravljanja stavbe ter izvršuje nadzor nad njimi. Slednje bomo v diplomskem delu pobližje predstavili na praktičnem primeru in podali konkretne predloge, kako olajšati delo upravnikov in postati konkurenčnejši na trgu.

Secondary abstract: Facility management requires knowledge and skills relating to both technical and economic field, and law. In this Diploma Thesis, we define facility manager as an advanced manager or leader, who is capable to lowering operational and maintenance costs for the real estate owners, and enriching their property on long-term, by using extra knowledge and understanding the basic facility management facts. An advanced facility manager not only follows statutory provisions; moreover, s/he prepares short- and long-term plans for all buildings, recruits appropriate staff that needs to be familiar with and understand all processes within an organization. S/he cooperates with all in-house and contract workers, and directs and controls them regularly. An advanced facility manager uses up-to-date technology, programs and applications, which allow him/her to be precise when reviewing activities (e.g. cleaning, maintenance, security of building and its surrounding, fire safety, managing boiler rooms, variour repair works, renovations, etc.) for the purpose of facility management, and controling the executed tasks. The latter will be closely presented on a practical example in the Diploma Thesis, and some concrete proposals on facilitating managers’ work and becoming more competitive on the market will be given.
