Abstract

Človekova tesna povezava z vodo je vidna že od samega začetka obstoja človeštva, vendar se je pogled nanjo skozi zgodovino spremenil. Medtem ko je bil prost dostop do vode vse do sodobnih časov nekaj samoumevnega, lahko na vodo v sodobnem svetu gledamo kot na naravno dobrino, do katere lahko dostopa vsak, ki jo potrebuje, ali pa kot na ekonomsko dobrino, ki ima svojo prodajno vrednost ter ceno, ki jo določa gospodarski trg. Ravno ta ekonomski pogled na vodo pa lahko v času, ko je pomanjkanje vode v porastu, poveča motivacijo zasebnih podjetij za nakup vodnih virov, saj si, glede na to, da smo vsa živa bitja od vode odvisna, s tem zagotovijo dobiček, kar pa je lahko zelo problematično. V diplomskem delu so predstavljeni določeni aspekti načina upravljanja z vodnimi viri, kadar je njihov lastnik zasebno podjetje oziroma organizacija. Tak način upravljanja se imenuje privatizacija vodnih virov in je ponavadi vpeljan zaradi slabega gospodarskega stanja države in vodne infrastrukture, pogosto pa privatizacijo vode zahtevajo tudi tuji finančni investitorji. V zadnjih desetletjih je mogoče opaziti naraščanje števila privatiziranih vodnih virov, saj naj bi si s tem države izboljševale gospodarsko učinkovitost in zviševale finančna sredstva. Privatizacija vode je fenomen globalnih razsežnosti, ki ima ne glede na vzrok privatizacije vode, pogosto enake posledice, to pa je mogoče opazovati na podlagi primerov, ki razkrivajo delovanje zasebnih podjetij, ki se ukvarjajo s ponudbo vode. Njihov cilj je dobiček in stranski produkt takšnega upravljanja so pogosto kršitve človekovih pravic ter škodovanje okolju. Zato je dandanes privatizacija vodnih virov tema mnogih razprav in podrobnih raziskav o pozitivnih in negativnih učinkih privatizacije vodnih virov na okolje in življenja ljudi. Zaradi pomanjkljive zakonodaje ali brezbrižnosti držav, se vodni viri v svetu ne upravljajo na način, ki bi omogočal trajnostni obstoj vode ter dostop vsakogar do vodnega vira. Da bi stanje izboljšali, pa bi bilo potrebno vpeljati nove, učinkovitejše sisteme upravljanja, ki bi delovali v javno dobro, spoštovali človekovo pravico do vode ter zagotavljali odnos do vode, ki bi dolgoročno varoval njeno kvaliteto in količino.

Secondary abstract: The tight connection between humans and water can be observed since the beginning of humanity but the way we view water has changed through the history. Before the modern ages, the access to water was something we took for granted, but in the modern world we can view water either as a natural good, to which anyone can have access to, or as an economic commodity, that has its selling value and a price that is decided on the economic market. This economic view on water can, in times of growing water scarcity, increase the motivation of private companies, to buy water resources. Because all living beings depend on water for survival, the private companies can ensure the rise of their profits and that can be very problematic. The diploma deals with certain aspects of water management, when the management is in the private hands. This way of managing water is called water privatization and is usually introduced because of the bad economic conditions of a country, but it is also often demanded by foreign investors. In the last few decades, growing numbers of privatized water resources can be observed, mostly because water privatization is supposed to raise economic efficiency and increase financial means. It is a phenomenon of global dimensions that has, regardless of the cause, very often the same consequences, which can be seen through many cases that reveal the workings of private companies that deal with water service. Their goal is profit and that’s why the side effects of this kind of water management are often violations of human rights and harming of the environment. Because of that the privatization of water is a subject of many discussions and researches of positive and negative effects of water privatization on the environment and the lives of the people. Because of the lacking legislation or the indifference of countries, the management of water in the world does not provide sustainability of water resources and access to water to everyone that needs it. To improve this situation, we would have to introduce new, more efficient systems of management, that would work as a public good, respect the human rights and insure the relation to water, that would protect the quality and quantity of water in the long run.
