Abstract
Čeprav se letalska panoga lahko pohvali z najhitrejšimi napredki na področju varnosti, so letalske nesreče v letalskem prometu vedno prisotne. Razlogi za nesreče so lahko tehnični, vremenski (okoljski) ali je za nesrečo kriv človeški dejavnik (namerna ali nenamerna povzročitev nesreče). Ker se letalstvo relativno hitro razvija, je Organizacija združenih narodov pozvala države, da oblikujejo svoje poenotene načrte zaščite in reševanja ob tovrstnih nesrečah. V luči preprečevanja in omejevanja posledic ob letalskih nesrečah (človeških žrtev, materialne in druge škode) so nastali državni načrti za zaščito in reševanje, v katerih so opredeljeni točno določeni postopki ob nesreči. Po izvedbi najnujnejših ukrepov se na kraju nesreče silam za zaščito, reševanje in pomoč pridružita še preiskovalni sodnik in glavni preiskovalec Komisije za preiskovanje letalskih nesreč Ministrstva za infrastrukturo. Glavni preiskovalec je pri svojem delu samostojen in neodvisen. Njegove naloge so organizacija, vodenje in nadzor preiskave. Glavni preiskovalec ob koncu preiskave letalske nesreče poda končno poročilo, ki bi v prihodnje pripomoglo, da se taka nesreča ne bi več zgodila. Prav tako je med pomembnimi elementi kriznega upravljanja tudi evalvacija posameznih nesreč, katere namen je, da pripomore k tehnološkemu napredku, tehnologiji, izboljšavam tehničnih in drugih postopkov, seveda pa tudi k usposabljanju pilotov v luči omejevanja človeških napak, ki vodijo v nesreče.

Measures and investigation of plane crashes in the Republic of Slovenia |

Even though the aviation industry has the fastest progression regarding it's safety, plane crashes are always present in aviation. The reasons for the accidents to occur can be of technical or meteorological reasons, or the accidents can be caused by the human factor (intentional or unintentional causes). Since the aviation industry is evolving relatively quickly, United Nations have suggested a unified plan of prevention, protection and reaction regarding such accidents. On the behalf of prevention and restriction of the consequences when plane crashes occur (human victims, material and other kinds of damage), countries have come up with national plans in which all the procedures regarding an accident are exactly stated. Right after the implementation of emergency measures, the investigating judge and the lead investigator of the Aircraft accident investigation committee from the Ministry of infrastructure join the protection and rescue forces on site. The lead investigator is completely autonomous and independent with his work. His main tasks are organisation, management, and control of an investigation. At the end of an investigation, the lead investigator makes a final report, which will be used to prevent similar accidents to occur in the future. In addition to that, evaluation of certain accidents is a crucial element of crisis management, with the intention of pushing the technological progress, improving the technical and other procedures, and improving the pilot training so that accidents which are caused by the human factor would be prevented. |
