Abstract
Sodelovanje prostovoljnih društev oziroma nevladnih organizacij v sistemu zaščite in reševanja. Njihove naloge ne obsegajo samo reševanja in pomoči temveč tudi preventivne ukrepe. Nevladne organizacije se v sistem zaščite in reševanja vključujejo prostovoljno, za kar imajo od države priznane tudi nekatere ugodnosti, kot sta finančna pomoč in zavarovanje. Prostovoljci predstavljajo nepogrešljivi člen sistema za zaščito in reševanje, saj je z njimi sistem učinkovitejši in nenazadnje tudi cenejši. Glavni predstavniki prostovoljcev so gasilci, ki imajo najdaljšo zgodovino in najbolj razvejano področje delovanja. Med pomembnejše spadajo še gorska reševalna služba, jamarska reševalna služba in podvodna reševalna služba, ki imajo specifična znanja za reševanje na svojem področju. Rdeči križ Republike Slovenije predstavlja ključni člen za pomoč ljudem, saj zbira sredstva za pomoč ljudem v krizi tako v finančnem smislu kot tudi v zbiranju osnovnih življenjskih potrebščin in ponuja svoje stacionarije in nastanitvene enote, kamor se ljudje ob nesreči lahko obrnejo po pomoč. Ostala društva, kot so enote društev z reševalnimi psi, taborniki, skavti, radioamaterji in aeroklubi, v sistemu zaščite in reševanja sodelujejo redkeje, predvsem pri večjih nesrečah. Za sodelovanje nevladnih organizacij v sistemu zaščite in reševanja so zagotovljeni viri financiranja iz državnega proračuna in občin, kljub temu pa je s strani države vedno premalo sredstev za zaščito in reševanje. Status zaščite in reševanja je v Sloveniji dobro opredeljen, saj imamo na vseh področjih reševanja dobro strokovno izobražene ljudi, ki ob nesrečah priskočijo na pomoč, zaradi česar v prihodnosti ni načrtovanih kakšnih večjih sprememb, na primer v smeri večje profesionalizacije sistema zaščite in reševanja na račun manjše participacije prostovoljnih sil.

The thesis discusses the participation of voluntary associations and non-governmental organizations in the system of protection and rescue, the task of which is not only to rescue and assist in case of disaster but also to implement preventive measures. Non-governmental organizations voluntary opt for the system of protection and rescue, for which they are granted certain benefits, such as the financial aid and insurance. Volunteers present an indispensable link in the system of protection and rescue as they make the system more effective as well as cheaper. One of the most important representatives are the volunteer firefighters who have the longest history and the widest areas of action. Areas, important in the system or protection and rescue, also include the mountain rescue service, cave rescue service and the underwater rescue service which all require specific knowledge of rescuing. The Slovenian Red Cross organization, which plays a vital role in offering assistance to vulnerable persons by providing financial resources as well as basic necessities of life, has established many accommodation centres where people can seek assistance in case of a disaster. Other associations, such as units providing help with rescue dogs, scouts, amateur radios and aero clubs, participate in the system of protection and rescue only in case of major disasters. The participation in the system of protection and rescue is funded from the state and local government budget, however, there are insufficient funds allocated for this specific area. In Slovenia, the system of protection and rescue is well defined as we have, in all areas of rescue, well-trained and qualified staff providing immediate help in case of a disaster, which is also the reason why there are no major changes, such as greater professionalisation of the system of protection and rescue, and rescuing with lower voluntary participation rate, planned in the future. |
