Abstract

Naravne nesreče so vedno predstavljale tveganje in nevarnost za človeško življenje. Skozi zgodovino so pogosto vzrok za večje število žrtev in veliko materialno škodo. Kljub razvoju civilizacije imajo naravne nesreče še vedno velik vpliv na naše življenju. Zaradi naraščanja števila prebivalstva in večje poseljenosti se ta ogroženost veča, zato si prizadevamo za vzpostavitev sistemov, ki bi nas varovali. Čeprav je pojav naravnih nesreč večinoma nemogoče popolnoma preprečiti, iščemo ukrepe, ki bi omejili njihove posledice. Sprva moramo vedeti s kakšnimi pojavi se soočamo, zato je zelo pomembno, da imamo dobre sisteme za meritve in zaznavanje. Šele na podlagi teh podatkov je mogoče opredeliti, kateri ukrepi so smiselni in najboljši v naših razmerah. Na podlagi teh dejstev smo na evropski ravni sprejeli evropsko poplavno direktivo, ki določa smernice delovanja protipoplavnih ukrepov v vseh članicah Evropske zveze. Evropska poplavna direktiva temelji na 3 korakih: predhodna ocena poplavne ogroženosti, izdelava kart poplavne nevarnosti in kart poplavne ogroženosti ter izdelava načrtov za obvladovanje tveganja poplav. Cilj direktive je, da se zagotovi varnost človeških življenj in zdravja, pa tudi zmanjšanje škode na okolje, kulturno dediščino, gospodarsko dejavnost in infrastrukturo.

Secondary title: Implementation of the European Flood Directive
Secondary abstract: Natural disasters have always posed a risk and danger for the human life. They are often responsible for human casualties and for large amount of property damage. Despite big improvements in our civilization, natural disasters still make a big impact in our lives. With ongoing growth of the population and higher population density, the risks are getting higher. Therefore we strive to set up systems that would protect us. Although natural disasters are mostly impossible to fully prevent, we search for measures that would restrict their consequences. At first, we need to know about the phenomena that we face. For observing and measuring we need to have good systems for detection. After getting the data that we need, it is possible to identify which measures would be reasonable and best in our situation. Because of this facts, we have implemented the European Flood directive, which provides operational guidelines flood measures for each country of the European Union. European Flood directive is based on 3 steps: preliminary flood risk assessment, developement of flood hazard maps and flood risk maps and finally flood risk management plans. Countries must undertake these steps to ensure safety for human lives and health, and also to reduce damage on environment, cultural heritage, economic activity and infrastructure.
