Abstract
Vsak dan smo v stiku z inštitucijami pluralne policijske dejavnosti, večinoma se niti ne zavedamo da smo v stiku. Ko se sprehajamo po mestu smo pod nadzorom kamer, ki jih upravljajo zasebna varnostna podjetja, ko gremo na cesto smo pod nadzorom policije, ko kupimo kakršnokoli tujo dobrino je ta moral iti skozi roke carine, ipd. Vse te inštitucije pluralne policijske dejavnosti delajo po programu nacionalne varnosti in skrbijo za državljane Republike Slovenije. Vsaka deluje na svojem področju, ena področja se sicer med seboj prekrivajo med inštitucijami, v teh primerih je tudi urejeno kako sodelujejo inštitucije med seboj. Večina inštitucij policijske dejavnosti je državnih, obstajata pa tudi dve zasebni, za katere se vsak posameznik odloči če jih bo uporabil ali ne. Zasebni inštituciji policijske dejavnosti sta zasebno-varnostna podjetja in detektivi, obe inštituciji ponujata usluge v zameno za plačilo teh uslug. V mestni občini Maribor delujejo vse inštitucije pluralne policijske dejavnosti in imajo tudi svoje uprave, sedeže podjetij, poslovne enote, ipd.. Maribor kot drugo največje slovensko mesto ima približno 100,000 prebivalcev. Maribor je strateško zelo pomembno mesto, zaradi tranzita, ki pa slabo izkorišča v sebi prid. Bližina Hrvaške in Avstrijske meje pomeni, da mora biti policijska in carinska uprava številčna za nadzor prometa in tovornega prometa. Mestna občina Maribor ima tudi svoje redarstvo, ki opravlja svoje naloge, čeprav ne uživa podpore prebivalstva, kar se tudi lahko reče za ostale inštitucije pluralne policijske dejavnosti. Večina prebivalcev Maribora ima negativne izkušnje z njimi, sploh med nogometnimi tekmami in protesti, si je predvsem policija pridobila negativno podobo. Mnogi prebivalci Maribora so tudi mišljenja, da ne potrebujemo toliko različnih inštitucij policijske dejavnosti in da so pod vplivom korupcije in da ščitijo koruptivne državnike.

Every day we are in contact with the institutions of plural policing a, but we are not even aware that we are in everyday contact. When you walk around town, we are controlled by cameras operated by private security companies, when we drive on the road it is under the control of the police, when we buy any foreign item that item had to go through the hands of customs duties, etc. All these institutions plural policing are included in national security program and cares for the citizens of the Republic of Slovenia. Each operates in its own field of duty; some of the areas overlap between these institutions, in such cases it is also regulated how institutions cooperate with each other. Most of the institutions of policing are ruled by the government, and there are also two private, to which each individual decide if they will use them or not. Private institutions of policing are the private-security firms and detectives, both institutions offer services in exchange for payment. In the municipality of Maribor are present all institutions of plural policing and also have their own administrations, enterprises, business units, etc. Maribor as the second largest Slovenian city has about 100,000 inhabitants. Maribor is strategically a very important for transit, but poorly exploited. Close are the Croatian and Austrian border and this means that there must be heavy police and customs presence to control traffic and freight traffic. Municipality of Maribor also has its own Constabulary to carry out its tasks, although it does not enjoy the support of the population, which can also be said for the other institutions of plural policing. Most of the inhabitants of Maribor have a negative experience with them, especially during football matches and demonstrations; it was primarily that the police obtained a negative image. Many inhabitants of Maribor are also thinking that we do not need so many different institutions of policing and that are influenced by corruption and protect the corrupt statesmen. |
