Abstract
Specialistična naloga obravnava romsko tematiko, in sicer natančneje področje zadovoljstva prebivalcev romskega naselja Vejar v občini Trebnje z delom policije in same Občine Trebnje.
V teoretičnem delu so na kratko predstavljeni zgodovinski pregled obravnavanja romske tematike na območju Republike Slovenije, položaj in demografske značilnosti Romov v Republiki Sloveniji, njihov pravni položaj, splošne težave in ovire pri vključevanju romske etnične skupnosti v širšo družbo. V nadaljevanju je kratka predstavitev območij v občini Trebnje, kjer živijo pripadniki romske skupnosti, ter podrobnejša predstavitev največjega romskega naselja Vejar. Predstavljeni so nekateri predpisi, ki tako ali drugače obravnavajo oziroma urejajo položaj Romov v Republiki Sloveniji, ter vsebina Rotterdamske listine (1996), ki na nek način predstavlja osnovo za izvajanje moderne policijske dejavnosti v večetnični skupnosti.
Vsakodnevne aktivnosti, ki jih v omenjenem naselju izvaja policija, dejansko predstavljajo velik prispevek k večji varnosti v samem naselju, strpnejši komunikaciji ter tudi k uspešnejšemu reševanju problemov, ki nastajajo v naselju. S samo prisotnostjo policistov v naselju se krepi tudi zaupanje v delo policije.
Kot zelo pomemben dejavnik pri reševanju problemov v omenjeni romski skupnosti je vsekakor prispevek Občine Trebnje, predvsem pri urejanju bivalnih in socialnih razmer same romske populacije.
Empirični del naloge temelji na raziskavi, ki je bila z anketiranjem opravljena med prebivalci romskega naselja Vejar, ki se srečujejo s postopki policije. Raziskava temelji na vzorcu 50 anketiranih Romov.
Med drugim je bilo ugotovljeno, da je več kot polovica anketiranih Romov zadovoljna z delom policije. Večina anketirancev (72 %) meni, da policija opravlja svoje delo strokovno. Dobra polovica anketirancev (54 %) pa meni, da policija delo opravlja objektivno. Ugotovljeno je bilo, da anketiranci poklica policista ne dojemajo kot zelo uglednega. Večina anketirancev (82 %) je imela stik s policijo v preteklem letu. Od vseh Romov, ki so imeli stik s policijo, je bilo kar 64 % zadovoljnih z delom policije. Ugotovljeno je bilo tudi, da Romi ocenjujejo policiste v postopkih kot urejene, vljudne, komunikativne, strokovne in dostopne. Slabše pa so ocenili zaupljivost policistov v postopkih. Velika večina (86 %) anketiranih Romov ocenjuje, da policisti v postopkih ravnajo spoštljivo.

My work deals with Satisfaction of resident of the Roma settlement Vejar in the community of Trebnje with the police work and the work of the Community itself.
A theoretical part deals briefly with a historical view of Romani issues, police, human relations, living conditions, community, officials dealing with this issues (police), situation and demographic characteristics of Romani people in the Republic of Slovenia, general difficulties and obstacles in including Romani ethnic community in the society and their legal situation.I presented some regulations dealing with the situation of the Romani people in the Republic of Slovenia and the contents of Rotterdam Charter (1996) representing the basis for executing the police activity in multi-ethnic community.
Then follows a brief presentation of regions in the community of Trebnje where members of the Romani community live and a more detailed presentation of the biggest Romani village Vejar.
Everyday activities performed by the police in the village of Vejar contribute to a greater safety in the village, tolerant communication and to a more efficient solution of problems occurring in the village. The presence of the police officers in the village also strengthens the confidence in the police work.
The community of Trebnje plays a very important role when solving the problems in the above mentioned Romani community especially with arranging their living and social conditions.
The empirical part of this work is based on the survey performed among the inhabitants of the Romani village Vejar who are involved in police procedures. The survey is based on the sample of 50 Romani people.
According to the survey, more than a half of people surveyed is satisfied with the police work. Most people interviewed (72 %) think that the police do their work professionally. More than a half of people interviewed (54 %) think that police officers do their work objectively. The survey shows that the profession of police officer is not very respectful. Most of the people surveyed (82 %) had contact with police last year. Among those who had contact with the police, 64 % were satisfied with the work of police officers. The people surveyed see police officers in procedures as settled, polite, communicative, professional and accessible. On the other hand, the confidence of the police officers in procedures was quite badly evaluated. Most Romani people surveyed (86 %) estimate that police officers in their procedures work respectfully. |
