Abstract

Dolgotrajna oskrba postaja družbeni izziv. Vedno več ljudi je odvisnih od oskrbe drugih skozi daljše časovno obdobje. Znotraj sedanjega sistema socialne varnosti v Sloveniji dolgotrajne oskrbe ni več mogoče reševati, zato želim pokazati, zakaj je nujno celovito urediti dolgotrajno oskrbo v Sloveniji. V magistrski diplomski nalogi so obravnavani mednarodni vidiki dolgotrajne oskrbe ter njihov vpliv na slovensko ureditev dolgotrajne oskrbe. Prvi del se osredotoča na pojmovanje dolgotrajne oskrbe, socialno tveganje odvisnosti od oskrbe drugega ter na sociološke, demografske in ekonomske kazalnike, ki kažejo na bistvene spremembe v Sloveniji. V nadaljevanju so predstavljeni različni modeli ureditev dolgotrajne oskrbe v nekaterih državah članicah EU. Razvoj dolgotrajne oskrbe se je namreč začel v državah članicah, saj so te že v 90. letih prejšnjega stoletja zaznale pomembnost priznanja socialnega tveganja odvisnosti od oskrbe drugega. Nato sledi obravnava za dolgotrajno oskrbo relevantnih določb mednarodnih in regionalnih aktov, ki zavezujejo Slovenijo. Upoštevana so tudi priporočila SZO, OECD in EU. V četrtem delu pa so obravnavane še zavezujoče določbe Ustave Republike Slovenije. Končne ugotovitve so predstavljene na koncu naloge. Slovenija potrebuje trajnostno in celovito dolgotrajno oskrbo, ki bo kos hitro spreminjajočim se razmeram v družbi.

Secondary title: The International Views of Long-Term Care
Secondary abstract: Long-term care is becoming a social challenge. More and more people are reliant on care for longer time period. Within the current social security system in Slovenia, long-term care is no longer possible, so I want to present why it is necessary to regulate comprehensively long-term care in Slovenia. This master's thesis deals with the international views of long-term care and their impact on Slovenian regulation of long-term care. The first part focuses on the concept of long-term care, the social risk of reliance on care and on the other sociological, demographic and economic indicators, which show the significant changes in Slovenia. Further, the various models of regulation of long-term care in some Member States of the EU are presented. Development of long-term care has namely started in the EU Member States, as they detected the importance of the recognition of the social risk of reliance on care in the 90s. It is followed by analysis of relevant provisions on long-term care of international and regional instruments by which Slovenia is bound. Recommendations from the WHO, OECD and EU are also considered. In the fourth part, binding provisions of the Slovene Constitution are analysed. The conclusions are presented at the end of the thesis. Slovenia needs a sustainable and comprehensive long-term care, which can cope with rapidly changing conditions in society.
