Abstract
Integraciji EU in GCC se pogajata za prostotrgovinski sporazum, ki bo prvi sporazum med dvema regionalnima integracijama. Sporazum bo celovit in bo vseboval različna področja, ki spadajo tudi v širše sodelovanje med EU in GCC. Pogajanja trajajo že od leta 2003 in navzven izgleda, kot da se nikamor ne premaknejo. Vendar pa vključujejo najrazličnejša področja, pri katerih je potrebno uskladiti ekonomijo in politiko obeh regij in prilagoditi posamezne zakone. Pri tako zapletenem sporazumu, ki je prvi sporazum s takšno širino in bo predstavljal osnovo za nadaljnje sporazume med integracijami, ni nič čudnega, da pogajanja trajajo že vrsto let in da sporazum še ni podpisan. Pojavljajo se tudi različne ovire, kot so varnost v integraciji GCC, bilateralni sporazumi med posameznimi evropskimi državami in članicami GCC, kulturne razlike in še mnoge druge omejitve, ki postopek le še zavlačujejo. Vsekakor pa obe strani upata na hitro razrešitev nesoglasij in podpis sporazuma, ki bi prinesel obojestransko korist. EU bi imela zagotovljene stalne in zanesljive zaloge nafte, GCC pa bi s pomočjo EU postala varna regija, ki bi se lahko razvijala in postajala vse bolj samostojna. Trgovanje med regijama bi postalo cenejše, saj bi se carinske tarife znižale oziroma za večino proizvodov izničile. Sodelovanje bi se povečalo tudi na področju izobraževanja, kjer bi se študenti iz GCC vključevali v šolanje na evropskih univerzah in obratno. Prostotrgovinski sporazum med EU in GCC bo vsekakor prinesel veliko koristi za obe strani, prav tako pa tudi za ostale države in regije, ki bodo dobile osnovo za sporazume takšne vrste in si bodo z obstoječim sporazumom lahko pomagale, se iz njega učile in marsikaj povzele. Za tako zapleten sporazum pa je potrebno veliko časa za primerno in obsežno ureditev, ki bo narekovala nadaljnje sodelovanje med integracijama EU in GCC ne le na ekonomskem, ampak tudi na političnem in socialnem področju.

Secondary abstract: |
The EU and GCC integrations are negotiating for the free trade agreement, which is the first agreement between two regional integrations. The agreement is an economic complex including different areas from wider cooperation between the EU and the GCC. The negotiations were launched in 2003 and it seems on the outside as if nothing is going to change dramatically. However, they include different areas which demand to adjust the economy and the policy of both regions and particular rules. When organising a complicated agreement like this one, it is not strange that the negotiations lasted so long and the agreement has not been signed yet. Above all, this is the first agreement in this field, setting the foundations of all future agreements between the integrations. Besides, there are a lot of different obstacles, such as the security in the GCC integration, bilateral agreements between the European countries and the GCC-members, cultural differences and other obstacles, which influence the long-term negotiations. It would bring benefits for both parties when resolving the disagreements fast and sign the agreement as soon as possible. The EU would have reliable and stabile oil resources and the GCC would become a secure place with the help of the EU and could develop in a confident independent region. The trade between the two integrations would become cheaper, because the tariffs would be lower or in mostcases none. The cooperation would develop in the field of education, where students from GCC would go studying in Europe and students from Europe to GCC. The free trade agreement would definetely bring a lot of benefits for both sides as well as for other countries and regions which will be given the foundations for that kind of agreements. They could learn and receive the needed information from it. For the agreement like that, the time is needed for apropriate and wide organisation. This will require further cooperation between the integrations EU and GCC not only in economic but also in political and social area. |
