Abstract
Razvoj socialne varnosti lahko uvrstimo med enega izmed največjih dosežkov 20. stoletja. Socialna varnost kot pojem se lahko definira kot sistem, katerega naloga je zagotavljati varnost ljudi z določenimi sredstvi in dajatvami, ko se ti soočajo s problemi, kot so starost, preživetje, nezmožnost za delo, brezposelnost ali vzgajanjem otrok.
Država kot pravni subjekt mora v svoji zakonodaji zagotoviti ustrezne ukrepe in sredstva pomoči, s katerimi se lahko prepreči nastanek nezavarovanih socialnih primerov. V naši državi je zavarovanje ustanovljeno v dveh skupinah. V eno skupino spadajo pokojninska in invalidska zavarovanja, v drugo pa zdravstveno zavarovanje. Na področju socialnih problemov je eden izmed najpomembnejših zakonov Zakon o pokojninskem in invalidskem zavarovanju ( ZPIZ-1-UPB4). Zagotavljanje socialne varnosti pa ni le naloga države temveč tudi pristojnih ustanov, katerih naloga je presoja vsakega socialnega primera posebej.
Dejstvo pa je, da je dandanes vse več novo nastalih socialnih primerov, ki nastanejo predvsem zaradi trenutnega problema recesije ali pa zaradi smrtnih primerov zavarovancev, ki za seboj pustijo pomoči potrebne svojce. Tako država kot tudi pristojne ustanove se morajo zavedati svoje družbene dolžnosti, da na svojem teritoriju zagotovijo lahkotnejše in socialno ter ekonomsko stabilnost življenja osebam, ki so v svojem življenju že utrpele takšne ali drugačne izgube. Del zagotavljanja tega, je tudi družinska pokojnina kot sredstvo zagotavljanja socialne, a predvsem ekonomske sigurnosti potomcev umrlega zavarovanca.

The developement of social security is one of the most significant achivements in 20th century. Social security may be defined as a system, that provides individuals a degree of income security when someone faces with a problems, like old age, survivorship, disability, unemployment or rearing children. State, as a legal subject, has an obligation to assure corresponding measures in her legislation, which could help to prevent existence of an unprotected social cases.
As regards, that insurance in our State is settled in two levels: pension and invalid insurance and in other level health insurance. One of the most important act in pension and invalid insurance is Act of pension and invalid insurance ( ZPIZ-1-UPB4).
Providing social security is not just an arrangements of the State, but includes also activity and cooperationing of many institutions, that have a responsibility to deal with every social case individually.
But, the fact is, that nowadays there is a lot of new social cases, especially becouse of the recession that causes unemployments as well as many death cases of an insured people who lefted behind unprovided, depended relations.
State and competent institution have to realised of their social responsibility to assure lighter and economically safer life to persons, which suffered some great lost in their existence. A part of the responsibility to assure a social security is also family pension as an instrument for assuring social and economical safety descendants of the deceased insured person. |
