Abstract

V tem diplomskem delu smo najprej na kratko opredelili skupno zunanjetrgovinsko politiko EU ter glavne instrumente, s katerimi EU ureja trgovinsko menjavo s tretjimi državami. Sledi predstavitev ekonomskih značilnosti sredozemskih držav partnerk (SDP), predstavili pa smo tudi aktualne podatke o neposrednih tujih investicijah v regiji. Analizirali smo ekonomsko sodelovanje med EU in Sredozemljem na področju trgovine z blagom, storitvami ter NTI ter ugotovili, da je EU zelo pomemben gospodarski partner za regijo, medtem ko pa je stopnja intraregionalnega ekonomskega sodelovanja nizka. Prikazali smo razvoj skupne zunanjetrgovinske politike EU do Sredozemlja- od začetnih unilateralnih preferenc, ki jih je EU nudila SDP v 1960.-ih, pa do pridružitvenih sporazumov v okviru Evro-sredozemskega partnerstva, dandanes razširjenega v Unijo za Sredozemlje. Bistvena razlika je v zahtevani stopnji vzajemnosti glede liberalizacije trgovine oziroma dostopa na trg, kajti cilj partnerstva je oblikovanje evro-sredozemskega prostotrgovinskega območja. Ker je v okviru preteklih dogovorov EU že liberalizirala uvoz industrijskih izdelkov ter določenega dela kmetijskih in ribiških izdelkov iz SDP, se danes praktično odvija proces asimetričnega odpiranja trgov evropskemu izvozu v SDP. Ugotovili smo, da nekatere SDP še vedno uporabljajo visoke carinske zaščite. Obenem pa tako trgovino z EU kot tudi intraregionalno trgovino dodatno zavirajo različne necarinske trgovinske ovire na področjih, kot so standardi, sanitarni in fitosanitarni ukrepi, carinski postopki, zaščita pravic intelektualne lastnine ter politika konkurence in javne nabave.

Secondary title: Common commercial policy of the EU towards the Mediterranean
Secondary abstract: In the first part of this diploma we shortly described the Common commercial policy of the European Union and the instruments the EU uses to manage its trade relations with non-member countries. Further we presented main economic indicators of the Mediterranean partner countries (MPC) and the regions's foreign direct investment data. We analysed the Euro-Mediterranean trade in goods, services and foreign direct investment links and identified EU as a very important trading partner of the Mediterranean region, whereas the intra-regional trade still remains at a low level. We presented the evolution of the common commercial policy of the EU towards the Mediterranean- ranging from its beginnings in the 1960's, which were characterized by unilateral preferences granted by the EU to the MPC exports, to the association agreements under the Euro-Mediterranean partnership, which evolved into Union for the Mediterranean. The main difference is the commitment for recipocity in trade liberalization. The ultimate objective of the Euro-Mediterranean partnership is namely the establishment of an Euro-Mediterranean free trade area. The on-going process of liberalisation is basically assymetrical, concerning market access of EU exports to MPC; as the EU already opened its market to imports of industrial products and a share of agricultural and fishing produce from the region through previous agreements. We established that high custom tariffs are still applied by some MPC. What is more, non-tariff trade barriers such as standards, sanitary and phyto-sanitary standards, customs, the legislation regarding intellectual property rights, competition and government procurement policy additionally affect and hinder not only the Euro-Mediterranean trade, but intraregional trade relations as well.
