Abstract

Posameznik lahko napreduje vertikalno ali horizontalno. Vertikalno napredovanje uradnikov pomeni napredovanje po hierarhiji znotraj uradniškega sistema vse do najvišjih delovnih mest, hkrati pa so naloge, ki jih uradnik opravlja vse bolj zahtevne. Za vertikalno napredovanje velja, da je to izvedljivo le v primeru, da obstaja prosto zahtevnejše delovno mesto ter izpolnjuje predpisane pogoje. Napredovanje na bolj zahtevno delovno mesto je prepuščeno diskreciji delodajalca oziroma predstojnika. Z napredovanjem si posameznik pridobi tudi višje plačilo za delo. Pri horizontalnem napredovanju posameznik ostane na istem delovnem mestu – ohrani isti naziv, poveča pa se mu plačilo za delo. Prednost takšnega napredovanja je v tem, da nagrajuje delo posameznika na njegovem delovnem mestu in ga ne sili k vključitvi v boj za hierarhično višja delovna mesta. Horizontalno lahko napredujejo tako strokovno-tehnični javni uslužbenci kot tudi uradniki.

Secondary abstract: Individuals can progress, either vertically or horizontally. Vertical promotion of officials means the advancement within the system hierarchy of jobs from less to more demanding jobs, when functions that official performs are also increasing in difficulty. Vertical promotion is feasible only if there is a free demanding job, and when official meets the prescribed job conditions. Progression to a more demanding job is left to the discretion of the employer or superior. With such advancement, an individual also obtains a higher payment for his work. With horizontal advancement an individual remains at the same job position - retains the same job title, while his payment increases. The advantage of such promotion is that it rewards the work of an individual at his job position, so that the individual is not compelled to join the fight for higher ranking jobs. It is therefore a promotion that rewards good work. Horizontal promotion is possible for either professional-technical public employees as for officials.
