Abstract

Analiza odpiranja trga poštnih storitev v državah Evropske unije (v nadaljevanju EU) je delo, ki je nastajalo v letu pred in v letu po formalnem odprtju slovenskega poštnega trga. Trenutna sintetična ugotovitev je, da gre pri liberalizaciji trga univerzalnih poštnih storitev za dolgotrajen proces, njeni učinki pa so po posameznih državah EU dokaj različni. Države iščejo znosno razmerje med sorazmerno svobodnim vstopom na prej monopolno regulirane trge in zahtevo po izvajanju ter zagotavljanju kakovostne univerzalne poštne storitve. Slovenija je pri definiranju teh razmerij še v izhodiščnem položaju. Kljub temu izpostavljamo tri ugotovitve, ki izhajajo iz analize: 1. Izvajalec univerzalne storitve v Sloveniji bo izvajal cenovne pritiske, saj z izvajanjem univerzalne poštne storitve ustvarja negativen poslovni rezultat, istočasno pa mu prihajajoča konkurenca odvzema pozitivne učinke ekonomij obsega in onemogoča subvencioniranje iz nizkostroškovnih urbanih središč v visokostroškovna območja podeželja. Ugotovitev je podkrepljena s historičnimi podatki in z ugotovitvami iz primerjave cen, ki pokažejo, da relativna raven cen storitev iz prejšnjega rezerviranega področja občutno zaostaja za nacionalno ravnijo cen in da je slovenska raven cen teh poštnih storitev med najnižjimi v EU. 2. Z vstopom konkurence bo izvajalec univerzalne storitve v Sloveniji doživel velik pritisk na svoje stroške izvajanja univerzalne storitve, ki mu glede na izbor načina financiranja ne bodo povrnjeni. V primeru, da racionalizacija poslovanja in zviševanje učinkovitosti ne bosta zadoščala, bodo nekatera področja doživela slabšanje kakovosti univerzalne storitve, česar za Slovenijo sicer še ne moremo potrditi, se pa to delno potrjuje skozi krčenje skupnega števila poštnih enot v EU. 3. Izvajalci univerzalne storitve so v spremenjenih tržnih razmerah prisiljeni k višji učinkovitosti, večji inovativnosti, boljši organiziranosti in k uvajanju novih, boljših storitev. Ugotovitev se nam je potrdila skozi horizontalno povezovanje, vertikalno konsolidacijo, diverzifikacijo in čezmejno širjenje dejavnosti izvajalcev univerzalne storitve. Izvajalec univerzalne storitve v Sloveniji je trendom v EU v glavnem sledil, in to ob istočasnem zviševanju kakovosti prenosa pošiljk korespondence, racionalizaciji poslovanja, zviševanju produktivnosti ter uvajanju novih storitev z integracijo elektronskih in informacijskih storitev.

Secondary abstract: Analysis of the Market Opening in Postal Services in the European Union (EU) is a thesis that was written in the period from the year before until the year after the official opening of the Slovenian postal market. The current synthetic conclusion is that the liberalization of the universal postal service market is a time-consuming process and its effects vary in different countries of the EU. The countries are looking for an endurable relationship between the relatively free entry into the previously monopolistically regulated markets and the demand for the implementation and provision of the quality universal postal service. Slovenia is at the starting point in defining these relationships. Nevertheless, three conclusions resulting from the analysis can be emphasized: 1. The universal service provider in Slovenia will exercise pricing pressures as the provision of universal postal services yields negative operating results. At the same time the upcoming competition hinders the positive effects of the economies of scale and prevents subsidies from low-cost urban centres to be used in high-cost rural areas. This conclusion is supported by historical data and conclusions drawn from price comparisons which shows that the relative price level of services in the previous reserved area is falling behind the national price level and that the Slovenian price level of postal services is among the lowest in the EU; 2. With the entry of competition, the universal service provider in Slovenia will experience a lot of pressure on the costs of the universal service, which according to the selected method of financing will not be reimbursed. If the rationalization of operations and increasing efficiency are not enough, some areas will experience a setback of the quality of universal services. However, this cannot be yet confirmed for Slovenia, but it is partially validated through the reduction of the total number of postal units in the EU; 3. The universal service providers are forced to pursue higher efficiency, more innovations, better organization and introduction of new and better services in these changed market conditions. The findings have been confirmed through horizontal integration, vertical consolidation, diversification and cross-border business expansion of universal service providers. The universal service provider in Slovenia has generally followed the EU trends and has done this while raising the quality of the transport of items of correspondence, rationalization of operations, increasing productivity and introducing new services with the integration of electronic and information services.
