Abstract

V diplomskem delu obravnavamo evidentiranje in množično vrednotenje nepremičnin v Republiki Sloveniji. V prvem delu predstavimo projekt posodobitve evidentiranja nepremičnin, ki se je pričel po letu 2000 ter podrobneje opisujemo novo nastalo evidenco Register nepremičnin. Podrobneje analiziramo zakonsko podlago registra ter opišemo metodologijo in vodenje samega registra. V drugem delu predstavimo sistem množičnega vrednotenja nepremičnin, ki služi ocenjevanju tržne vrednosti večjega števila nepremičnin in je hkrati stroškovno učinkovit način. Predstavimo sistem uporabljen v Republiki Sloveniji in ga primerjamo s sistemi nekaterih drugih držav. Osredotočimo se še na težave, ki so se pojavile ob vzpostavljanju sistema množičnega ocenjevanja vrednosti nepremičnin. V zadnjem delu naloge opredeljujemo varstvo osebnih podatkov v povezavi z njihovim zbiranjem v nepremičninskih evidencah. Tako obravnavamo predvsem mnenja informacijskega pooblaščenca ter do zdaj znane odločitve ustavnega sodišča.

Secondary title: REGISTRATION AND MASS APPRAISAL OF REAL PROPERTY IN REPUBLIC OF SLOVENIA
Secondary abstract: In our diploma work we deal with registration and mass appraisal of real property in Republic of Slovenia. In the first part we present the project of real property registration modernization, which was commenced after year 2000. We analyze the legal basis, as we also describe the methodology and management of the register. In the second part we describe used system of real estate mass appraisal, which serves for evaluation of larger numbers of real property market values while is also cost-effective. System used in Republic of Slovenia is presented and compared to systems used in other countries. We also focus on difficulties, which appear with real property mass appraisal system implementation. In the last part we define personal data protection in relation to their collection in real property registers. We consider opinions of information commissioner as we deal with the constitutional court decisions taken to date.
