Povzetek

Cilj vsake organizacije je, da bi poslovala in delala uspešno. Zavedati se moramo kako pomembna sta zadovoljstvo kadrov in njihov razvoj, saj le zadovoljni zaposleni zaupane naloge izvajajo dobro. Za uspeh organizacije je pomembnih več dejavnikov, pri čemer je vloga zaposlenih ključnega pomena. Pri tem pa ima pomembno funkcijo tudi Služba za kadrovske zadeve, ki je vmesni člen med vodstvom in zaposlenimi. Ker je Zakon za uravnoteženje javnih financ (ZUJF) posegel na najbolj občutljiva področja zaposlenih v javni upravi, smo v diplomskem delu obravnavali vpliv na proces zaposlovanja na MIZŠ, na katerih področjih je prišlo do najbolj drastičnih sprememb in kako je to vplivalo na zaposlene in njihovo delo. V teoretičnem delu diplomske naloge smo natančneje opredelili kadrovsko funkcijo in njene ključne naloge. Predstavili smo tudi proces zaposlovanja kadrov, proces planiranja, pridobivanja, izbiranja, uvajanja in razvoja kadrov. V empiričnem delu diplomske naloge smo s pomočjo intervjuja in anketiranja zaposlenih na MIZŠ raziskovali, kakšne spremembe je prinesel ZUJF, kako so te spremembe vplivale na izvajanje kadrovske funkcije na MIZŠ ter ne nazadnje, kako so zaposleni sprejeli spremembe in kako so vse spremembe vede ali nevede vplivale na njihovo izvajanje nalog.

Sekundarni povzetek: Efficient business and activities is primary goal for every company or organization. Management should have in mind that it is of most of importance development and happiness of the cadres, as only satisfied employee will accomplish trusted tasks the best way possible. Lots of factors are important for the organization success. And the employee’s role is the crucial. Human resources department play important role as well. It has the connecting link between management and employees. Public finance balance act (Zakon za uravnoteženje javnih financ), which came into force on 31st of May 2012, aims to ensure sustainable public finances and reducing the expenditure of the state budgets. As a result of that, supplement and amended provisions in 39 act has been made. The law has interfered with the most sensitive areas of public administration employees, such as employment, wages, and wage compensation because of annual leave, promotion and the number of days of annual leave. In the theoretical part of the thesis, we manage to specifically define human resources function and its key tasks. We manage to represent process of the employment, planning, acquisition, selection, implementation and development of the cadres. In the empirical part of the thesis we manage to determine, with the help of the Ministry of the education, science and sport employees, which changes they noticed after Public finance balance act stepped into force, how those changes effects on employment function of that ministry and nevertheless, how they accept those changes. We also manage to determine how those changes, consciously or unconsciously, effects on their work. Findings of the survey are presented at the end of the thesis.
