Povzetek
Lovski čuvaji imajo pomembno vlogo pri varovanju okolja in vseh prosto živečih živali, ne samo pri nas, temveč tudi v drugih državah Evropske unije. V diplomskem delu smo proučevali slovensko lovsko čuvajsko službo in lovsko čuvajske službe v državah Evropske unije in jih primerjali z njihovo ureditvijo. Diplomsko delo predstavlja pomen lovsko čuvajske službe za okolje, kako se je služba razvijala v zgodovini, njene naloge in pristojnosti, pooblastila, nadzor, s kom sodelujejo, izpit in izobraževanje, pogoje, pogodbe, izjave (prisega). Opisali smo lovsko čuvajske službe držav članic Evropske unije. Izbrali smo države Hrvaška, Velika Britanija (Anglija, Wales, Škotska in Severna Irska), Nemčija, Avstrija in Švica. Pri njih smo opisali najpomembnejše značilnosti, kot so: izobraževanje, naloge, pogoji, pogodbe, kdo, kako lahko postane lovski čuvaj. Ugotavljali smo, kakšne so razlike med slovensko lovsko čuvajsko službo in lovsko čuvajsko službo Hrvaške, Velike Britanije, Nemčije, Avstrije in Švice. Vsako državo posebej smo primerjali z našo in iskali razlike. Manjše razlike smo zapisali, vendar jih nismo tako podrobneje opisali kot velike razlike, po katerih so se lovsko čuvajske službe najbolj razlikovale. Ugotovili smo, da se lovsko čuvajske službe med seboj razlikujejo. S Hrvati nimamo ravno velikih razlik, z Britanci se razlikujemo na veliko področjih, z Nemci, Avstrijci in Švicarji pa se večinoma razlikujemo pri pooblastilih. Skupna razlika vseh pa je v organiziranosti glede dela na lovsko upravljavskih območjih in njihovega plačila ter minimalne strokovne izobrazbe lovskih čuvajev. Predlagamo, da bi določili oziroma se dogovorili o poštenem plačilu lovskih čuvajev, določili minimalno strokovno izobrazbo lovskih čuvajev in da bi razvili lovski čuvaji obveščevalno povezovalno mrežo.

Gamekeepers play an important role in protecting the environment and all wildlife. This is the case not only in Slovenia, but also in other countries of the European Union. In the diploma thesis, we compare the Slovenian gamekeeper service with other such services in the European Union. The thesis presents the importance of the gamekeeper service for the environment and how the service developed throughout history. In addition to describing its tasks and competences, powers and control, the exam and training required, the conditions that have to be met, the contracts, and the statement (oath), it also outlines with whom the service collaborates. We described the gamekeeper services of the EU Member States, focusing on Croatia, the United Kingdom, Germany, Austria and Switzerland. We described their most important features, i.e. education, tasks, conditions, contracts, as well as who can become a gamekeeper and how this can be achieved. We examined the differences between the Slovenian gamekeeper service and their counterparts in Croatia, the United Kingdom, Germany, Austria and Switzerland. We compared each individual country with Slovenia and tried to identify differences. Although minor differences were recorded, we did not describe them in the same detailed manner as the major differences. We established that the gamekeeper services differ from one another; while the Slovenian service is not much different from the Croatian one, several differences are evident when drawing comparisons with the British service. With regard to the Germans, the Austrians and the Swiss, the differences detected relate mostly to the powers. All of the gamekeeper services discussed, however, different from one another in terms of organising the work in the hunting management areas and payment, as well as the minimum professional training requirements for gamekeepers. We suggest that fair payment for gamekeepers should be determined or agreed upon, along with the minimum professional training requirements. We also propose that gamekeepers should develop an intelligence network, which would facilitate interconnectedness. |
