Povzetek

Število ljudi, ki se znajde v stanovanjsko tveganih okoliščinah in deložaciji, se v Evropi vsako leto povečuje, pri čemer Slovenija ni izjema. Nekatere države so razvile učinkovite ukrepe za reševanje te problematike, v Sloveniji pa je zaslediti veliko pomanjkanje ukrepov na tem področju. Država je neuspešna pri uresničevanju zadanih ciljev stanovanjske politike. Občutno primanjkuje cenovno ugodnih najemnih stanovanj, saj Slovenija še vedno ostaja na samem vrhu držav z najvišjim deležem lastniških stanovanj. Prav tako je opaziti primanjkljaj neprofitnih stanovanj in bivalnih enot. Kakovost samih stanovanj je zelo slaba, še vedno pa so tudi prenaseljena. Posledica vsega tega je, da se vse več ljudi znajde v stanovanjsko tveganih okoliščinah. Skladno s tem se povečuje tudi število deložacij. Za reševanje tega problema so na voljo predvsem začasni ukrepi, ki pa tudi niso popolnoma učinkoviti. V magistrskem delu smo raziskali proti deložacijski progam društva Kralji ulice, da bi preučili, kako program prispeva k reševanju te problematike, in s tem ponudili primer morebitne dobre prakse. Sama delo temelji na kvalitativnem pristopu. Podatke smo pridobili s štirimi metodami raziskovanja, in sicer: metode opazovanja z udeležbo, pol strukturiranih intervjujev, fokusnih skupin in analize dokumentov. Podatke, pridobljene s temi izbranimi metodami, smo obdelali in naredili kvalitativno analizo vsebine. Na podlagi analize smo ugotovili, da lahko način delovanja programa uvrstimo med sekundarne preventivne ukrepe, saj se le-ti fokusirajo na ljudi, kjer obstaja visoka stopnja tveganja za deložacije. Ugotovili smo, da program vključuje veliko učinkovitih sekundarnih ukrepov in deluje po modelu krepitve moči, ki se danes vse bolj uveljavlja. Na podlagi rezultatov raziskave lahko zaključimo, da program ponuja primer dobre prakse preventivnega delovanja na tem področju.

Sekundarni povzetek: In Europe, there has been a yearly increase in housing problems and in the number of evictions; Slovenia is no exception to this trend. Some states have developed efficient measures to solve this problem; unfortunately, Slovenia is not one of them. The state is unsuccessful in realizing the set goals of the housing policy. There is a severe lack of affordable rental apartments, and - compared to other countries in the EU - Slovenia has one of the highest numbers of proprietorial apartments. Scarcity of non-profit apartments and housing units is also noticeable. Apartments are usually of low quality and are overcrowded. All of this results in more and more people situated in a precarious position regarding housing; the issue is exacerbated by the increase in evictions. The solutions to the housing problem are mostly provisional and inefficient. The thesis is focused on the anti-eviction programme of the society Kralji ulice (Kings of the Street) in order to explore the programme's contribution to solving the problem both in theory and practice. Qualitative research is at the forefront of the dissertation. Data collection was conducted through four research methods: participant observation, semi-structured interview, focus group, and documentary analysis. After processing the collected data, a qualitative analysis of content was made. Based on the analysis, it was discovered that the operation of the programme can be classified as a secondary preventive measure - these measures focus on people at risk of eviction. The society's programme includes numerous efficient secondary measures and operates according to the method of empowerment, which is generally on the rise in recent years. Therefore, we can conclude that the programme offers an example of efficient preventive measure concerning the housing problem.
