Povzetek

V diplomskem delu se osredotočimo na sistemsko teorijo, ki so jo razvijali različni avtorji od Ludwiga von Bertallanffya naprej in jo povzdignili na nivo, kot ga poznamo danes. Pri tem smo osredotočeni na odprte sisteme, konkretneje na družbene sisteme in predvsem strukturne lastnosti, ki veljajo zanje. Omenjeno teorijo, ki so jo številni avtorji aplicirali in priredili za področje javne uprave, uporabimo v istem kontekstu, ko se osredotočimo na državno upravo. Slednjo definiramo kot temeljni sistem s pripadajočo strukturo ter okolico, v kateri se nahaja. Nadaljujemo tako, da predstavimo predvsem temeljne elemente in opredelitev okolja s pripadajočimi podsistemi, pri čemer namenimo posebno pozornost interakcijam, ki nastajajo tako med elementi, kot v odnosu do okolja oziroma do podsistemov okolja. Cilj diplomskega dela je prikazati dejansko apliciranje sistemske teorije na državno upravo, ki je poseben družbeni sistem. Ugotavljamo da smo pri tem uspešni ker nam uspe identificirati ključne elemente podsistema državne uprave, njeno okolico in interakcije vzpostavljene med elementi in v odnosu do okolja. Tako sicer kompleksen družbeni sistem državne uprave,s pomočjo sistemske teorije oziroma ob upoštevanju njenih lastnosti, predstavimo v relativno poenostavljeni obliki.V diplomskem delu pa za dosego zastavljenega cilja uporabimo deskriptivno, kompilacijsko, analitično-sintetično in deduktivno metodo.

Sekundarni povzetek: In thesis before you, we focus on the system theory that was developed by various authors from Ludwig von Bertallanffy on, to further develop and elevate to the level we know today. We are focused on the open system, more specifically on the social systems and their properties, in particular the structural ones that apply to them. This theory, which many authors have applied and adapted in the field of public administration, we used in the same context when we focused on state administration. Itis defined as the basic system, with the corresponding structure and the surrounding area. We continue to present the basic elements and the definition of the environment with the corresponding subsystems, paying special attention to the interactions that arise between elements as well as in relation to the environment or subsystems of the environment.The aim of the thesis is to present the actual application of system theory to the state administration, which is special social system. We conclude that we are successful in this, because we identify the key elements of the state administration sub-system, it's surrounding and the interactions established between elements and elements in relation to environment. Otherwise complex social system of the state administration is with use of system theory and it's properties,presented in relatively simplified form.In this thesis, however, to achieve the objective we use descriptive method, compilation method, analysis-synthetically method and deductive method.
