Povzetek
V sodobni družbi je nasilje zelo pogosto. O njem lahko beremo, ga občutimo in vidimo. Vloge policista so različne, od sodelovanja z državljani do odkrivanja kaznivih dejanj, pri tem pa lahko povzroči neodobravanje in sproži konflikte z osebami v postopku. Na svetovni ravni policijsko nasilje in s tem povezana kriminaliteta nista nekaj novega, ampak se narava in pogostost le-tega spreminja. Tukaj govorimo o pretirani uporabi sile, ki presega potrebna dejanja za doseganje zakonitega namena. Policijsko nasilje ni sprejemljivo v nobenem pogledu, najbolj problematično pa je nasilje nad tujci in priseljenci. To nasilje je zelo dobro vidno v ZDA, kjer so tarča temnopolti. Na težave na tem področju so v preteklosti v ZDA, v času formalne segregacije, opozarjala različna družbena gibanja. Kljub odpravi segregacije, težave ostajajo, o njih pa danes govorijo aktivisti gibanja Black lives matter. Domneva se, da v Evropi tujci prevzemajo takšno vlogo, kot jo imajo temnopolti v ZDA, čeprav primerjava policijskega nasilja med ZDA in Evropo pokaže, da je žrtev v Evropi veliko manj. Umori temnopoltih in z njimi povezani incidenti, ki se dogajajo, niso naključni in zgolj za preprečitev napada na policista. Današnja tehnologija in dostop do družbenih medijev vsaj delno pomagata odkrivati prekoračitev uporabe sile. S tem policijsko nasilje nad rasnimi in etničnimi manjšinami vse bolj pridobiva mednarodno pozornost. Dejstvo je, da stereotipom o manjšinah in kaznivih dejanjih ne podležejo samo policisti. Pogosto je takšna miselnost razširjena v celotni družbi. Rasno profiliranje je vključeno v policijsko prakso in se širi od posameznika na celotno organizacijo. V tem primeru govorimo o institucionalnem rasizmu. Ključni dejavnik za pojav policijskega nasilja je strukturno nasilje v družbi, zato je treba na nasilje gledati kot na sistemsko motnjo znotraj institucije.

Violence is very common in modern society. We can feel it, see it and read about it. The role of the police officer varies, from cooperating with citizens to detecting criminal activities. By doing so, it can lead to disapproval and trigger conflicts with persons involved in the process. Globally, police violence and related criminality are not new, but the nature and frequency of it is changing. Here we talk about the excessive use of force that goes beyond necessary to achieve a legitimate purpose. Police violence is not acceptable in any way, and violence against foreigners and other immigrants is the most problematic. This violence is very well visible in the US, where the targets are black people. Problems in this area have been highlighted by various social movements in the time of formal segregation in the United States in the past. Despite the elimination of segregation, problems remain and Black Lives Matter activists are talking about them today. In Europe, foreigners are assumed to take on the same role as black people in the US, although a comparison of police violence between the US and Europe shows, that there are far fewer victims in Europe. The murders of black people and related incidents that occur are not accidental and merely consequence for the safety of the police officer. Technology nowdays and access to social media show, at least in part, the exceeding of the use of force. As a result, disproportionate police violence against racial and ethnic minorities gains increased international attention. In fact, it is not only police officers who are subject of stereotypes about minorities and crime. Often, such a mindset is prevalent throughout society. Racial profiling is embedded in police practice and extends from the individual to the entire organization. In this case, we are talking about institutional racism. The key factor for the occurrence of police violence is the presence of structural violence in society, so it is necessary to look at it as systemic disorder within the institution. |
