Sekundarni povzetek: | The Building permit is the main document issued by the competent body that serves as a legal basis for the implementation the construction in accordance with the law. Obtaining with a building permit is rather a complicated procedure. This study aims to show the challenges faced by the builders of collective housing in the Municipality of Prishtina for equipment with construction permits. Although it should not be so, data from practice indicate complex and bureaucratic procedures when equipping with this document. Also, the study has shown that delays in approving and issuing permits have also come as a result of non-compliance of requirements with construction regulations. For the construction industry to play its role in economic development reforms in the relevant legislation should be undertaken and the procedures for issuing construction permits should be simplified, while there is an impression that not enough progress has been made in this area. This study will show a general model based on the characteristics of the legal procedure in the current process for obtaining construction permits. The results of the work will reveal procedural shortcomings and other shortcomings and difficulties that accompany the actors in this field, emphasizing the need for possible improvements in the treatment of building permits in this municipality and in the country in general |
