Povzetek

V diplomski nalogi v teoretičnem delu predstavljamo pojem tolmačenja pri policijskem zbiranju obvestil in vlogo ter namen tolmačenja pri tuje govorečih državljanih, ki so nezakonito prestopili državno mejo in ne govorijo ter ne razumejo uradnega jezika države, v katero so vstopili. Tovrstni posamezniki imajo v takšnih situacijah omejeno sposobnost sporazumevanja, zato je povpraševanje po tolmačih v Sloveniji zelo veliko in bistvenega pomena za izvedbo policijskih, v nadaljevanju pa tudi sodnih postopkov. V teoretičnem delu so predstavljene tudi razlike med konferenčnim in sodnim tolmačenjem ter povzete značilnosti posameznih vrst tolmačenja. Vsi policijski postopki, v katerih so osumljeni tuji državljani, zahtevajo tolmačenje, zato smo v raziskovalnem delu diplomskega dela preučili sodelovanje slovenske policije in tolmačev ter na osnovi opravljenih intervjujev podali mnenje policistov in tolmačev glede vloge ter pomena tolmačev pri policijskem zbiranju obvestil, bodisi v informativnih razgovorih ali preiskovalnih intervjujih. S pomočjo intervjujev smo ugotovili, da tolmači nimajo težav z vključevanjem v policijske postopke in da zelo dobro sodelujejo s policisti in kriminalisti na območju PU Koper. Tolmači menijo, da je izobrazba pri njihovem delu pomembna, veliko težo pa ima tudi osebnost posameznega akterja pri policijskem zbiranju obvestil. Prav tako menijo, da so lahko poznavanje kulture in verskih običajev obravnavanega tujca velikokrat v pomoč pri razumevanju ravnanja osebe v postopku, kar pozitivno pripomore k uspešnemu izidu postopka. Policisti so si bili z odgovori dokaj enotni. Tolmača vidijo kot tretjo, objektivno, nujno potrebno osebo v postopkih. Od njih pričakujejo predvsem pošteno in korektno tolmačenje. Večina pričakuje, da bodo tolmači znali povzeti, kar jim tujec pripoveduje in to strniti v bistvo, ki se jim zdi pomembno za uspešno zaključen predkazenski postopek. Vsi intervjuvani tolmači so bili enotni, da bi se z veseljem udeležili izobraževanj o vključevanju v policijske postopke.

Sekundarni povzetek:	In the theoretical part of the thesis, we present the historical development of the police in the territory of the Republic of Slovenia, its structure and functioning today. Furthermore, we introduce the concept of "interpretation in police intelligence gathering", discussing the role and purpose of interpretation in the case of foreign-speaking citizens who have illegally crossed the state border and do not speak and understand the official language of the country they have entered. The focus is on individuals with limited communication abilities in such situations, making the demand for interpreters in Slovenia significant and essential for the conduct of police and, subsequently, court proceedings. The theoretical part of the report also highlights the differences between interpreting, namely conference interpretation and court interpretation, summarizing the characteristics of each type of them. All police procedures involving foreign nationals under suspicion are tied to interpretation. Therefore, in the research part of the thesis we examined the collaboration between Slovenian Police and interpreters. Based on conducted interviews, we gathered the opinions of both Police officers and interpreters regarding the role and significance of interpreters in Police intelligence gathering, whether through informational interviews or investigative interviews. Through interviews, we found that interpreters do not face any problems with their involvement in police procedures, and they cooperate very well with both police officers and individuals involved in criminal activities within the jurisdiction of the Koper Police Department. Interpreters believe that, while education plays a significant role in their work, the personality of the individual actor often has more weight in the police's collection of information. We discovered that all the interpreters interviewed share the view that understanding the culture and religious customs of the foreigners in question can often be beneficial, as it enables them to comprehend many of the actions of the individuals involved in the process. This understanding allows them to make significant contributions to the outcome of the procedure. The police officers were unanimous in their responses, viewing the interpreter as a third, objective, and absolutely essential participant in their procedures. They primarily expect honest and accurate translations. Most officers anticipate that interpreters will be able to synthesize and condense the information provided by foreigners into the essence they deem important for the successful completion of a pre-trial procedure. A common sentiment among all interviewees was also their eagerness to participate in training related to their work and involvement in police procedures.
