Sekundarni povzetek: The construction of hydropower plants presents large and permanent interventions in the environment. The task of planners is to choose from all the possibilities the one which is from an environmental, economic and technical point of view the most appropriate. Slovenia as a member of the EU has adopted two directives, which have completely different goals. The first directive demands enlargement of renewable sources up to 22.1 % by 2010 by encouraging production of electric energy, while the Water Framework Directive demands improvement of the ecological status of water bodies to achieve a »good condition« by 2015. which. This means reducing hydromorphological impacts associated with hydropower production. Slovenia has a large unexploited hydro potential. If it wants to meet the goals of the new directive, it is necessary to perform all activities in time for the implementation of new projects, since it is relatively time-consuming. In the first part of my thesis, I described hydropower plants in general and their impact on the environment. I have also presented, in detail, the projects of the planned hydropower plant Učja that have been processed in the conceptual design of the investor, the company Soške elektrarne Nova Gorica (SENG) and finally, I have described multicriterial analysis. In the second part of my thesis I conducted a multicriterial analysis of evaluation of eight variants of the planned hydropower plant Učja, from a technical, environmental and economical aspect, using the program HYPSE. Povzetek (ePrints): Izgradnja hidroelektrarn predstavlja velike in trajne posege v okolje, naloga projektantov pa je, da izberejo med vsemi variantami tisto, ki je tako iz okoljskega, ekonomskega in tehničnega vidika najbolj primerna. Slovenija je kot članica EU sprejela dve direktivi, ki imata popolnoma različne cilje. Prva zahteva povečanje deleţa obnovljivih virov do 22.1 % do leta 2010 pri spodbujanju proizvodnje električne energije, okvirna direktiva o vodah pa, da izboljšajo ekološko stanje vodnih teles, da bi do leta 2015 dosegle »dobro stanje«, kar pomeni zmanjšanje hidromorfoloških vplivov, povezanih s proizvodnjo hidroenergije. Slovenija ima še velik neizkoriščen hidropotencial. Če ţeli izpolnjevati cilje nove direktive, je potrebno pravočasno izvajati vse aktivnosti za izvedbo novih projektov, saj je ta razmeroma dolgotrajna. V prvem delu diplomske naloge sem na splošno opisal hidroelektrarne in njihov vpliv na okolje, podrobno predstavil projekte variant načrtovane HE Učja, ki so bili obdelani v idejni zasnovi investitorja, podjetja Soške elektrarne Nova Gorica (SENG) in opisal večkriterijsko analizo. V drugem delu pa sem s pomočjo programa HYPSE, izvedel večkriterijsko analizo vrednotenja osmih variant načrtovane HE Učja, tako s tehničnega, ekološkega in ekonomskega vidika ter na podlagi tega ugotovil, katera varianta HE ima najmanjši vpliv na okolje, oziroma se najbolj izplača. Rezultate sem primerjal z najboljšo ocenjeno varianto, ki jo je načrtovalec dal za investitorja. Na koncu sem še opisno predlagal določene izboljšave v sami idejni zasnovi.
