Poslovanje in financiranje zdravstvenega sistema Republike Slovenije

Povzetek

V nalogi smo podrobneje predstavili zdravstveni sistem Republike Slovenije, ureditev obveznega zdravstvenega zavarovanja in drugih virov, s katerimi financiramo zdravstveni sistem. Preučili smo poslovanje sistema, plačevanje zdravstvenih izvajalcev in zaposlenih ter predstavili partnerje pri upravljanju sistema. Natačneje smo predstavili porazdelitev in ureditev različnih ravni zdravstvenega sistema, razporeditev in organiziranost človeških, finančnih, materialnih in drugih virov. Sistem smo primerjali z ureditvijo, financiranjem, poslovanjem in izrabo virov v zdravstvenih sistemih Avstrije, Nemčije in Nizozemske. Predstavili smo različne modele, ki so prevladujoči pri upravljanju in financiranju zdravstvenih sistemov. Razdelimo jih lahko na Bismarckov, Beveridgov in tržni model. Pripravili smo predloge za morebitne spremembe, ureditve in razporeditev virov, ki bi jih lahko uvedli v naš zdravstveni sistem. Nanašajo se na področje financiranja, plačevanja in statusa zdravstvenih delavcev ter reorganizacijo javne zdravstvene mreže. Menimo, da je sistem oziroma določene dele sistema potrebno reorganizirati, spremeniti in prilagoditi trenutnemu ali še bolje prihodnjemu stanju, razmeram in potrebam. Veliko se je že spremenilo od časa, ko smo postavili naš zdravstveni sistem in predvsem javno zdravstveno mrežo. Pri pripravi magistrske naloge smo uporabili različne metode dela ter preučili literaturo iz različnih slovenskih in tujih virov. Z magistrskim delom smo pripomogli k boljšemu poznavanju zdravstvenega sistema v Republiki Sloveniji. Primerjali smo ga z zdravstvenimi sistemi v Avstriji, Nemčiji in na Nizozemskem, ki imajo prav tako socialno in zdravstveno varstvo urejeno po Bismarckovem modelu.

Sekundarni povzetek:	In master’s thesis we have presented in detail the health system of the Republic of Slovenia, organization of compulsory health insurance and other resources with which we are financing the health system. We have analysed operations of the system, payment of health care providers and health care workers and presented partners which are managing the system. We have presented in detail distribution and organization of various levels of the health system, allocation and organization of human, financial, material and other resources. We have compared the system with the arrangements, financing, operation and use of resources in the health systems of Austria, Germany and the Netherlands. We have presented different models of health care that are dominant in the management and financing of the health care systems. They can be divided in Bismarck, Beveridge and market model. We have prepared proposals for possible changes, organization and allocation of resources which could be introduced in our health care system. They relate to the financing, payment and regulation of the status of health workers and the reorganization of the public health network. We believe that it is necessary to organize, modify and adapt the system or some parts of the system to current or even better to future conditions, circumstances and needs. Many changes have occured since the time when we established our health care system and in particular the public health network. In the preparation of the master's thesis we have combined different methods of work and studied literature from various Slovenian and foreign sources. With thesis we have contributed to a better understanding of the health care system in the Republic of Slovenia. We have compared it with health systems in Austria, Germany and in the Netherlands which also have a social and health care arranged by Bismarck model.
