Povzetek

Sistemizacijo obravnavamo kot normativ, ki ureja odnose med dvema glavnima elementoma na področju dela, to sta delovni proces in izvajalec delovnega procesa. Določa organiziranost delovnega procesa. Pod pojmom sistemizacija lahko razumemo tudi katalog delovnih mest z opisi. Podatke za opis delovnega mesta pridobivamo s pomočjo analize dela. Analiza dela je zapis vseh nalog in zahtev na delovnem mestu, fizikalnih in socialnih delovnih razmer, odgovornosti ter ostalih osebnostnih lastnosti, ki so pomembne za opravljanje določenega dela. Na primeru Stanovanjskega sklada RS bomo obdelali pomembnost in ustreznost sedanje sistemizacije. Stanovanjski sklad posluje od leta 1991, skozi leta pa sta se njegova vizija in poslanstvo spreminjala. Posledično so se spremenile dejavnosti, ki jih sklad izvaja. V diplomskem delu smo ugotavljali, ali obstoječa sistemizacija dohaja potrebe sodobnega časa. Zanima nas, ali se sistemizacija, ki je bila napisana leta 2004, še vedno sklada s sistemom vseh opravil na Stanovanjskem skladu RS, glede na spremembo delovnih procesov in organiziranosti. Obravnavali smo sistemizacijo in analizo dela v finančnem sektorju. Primerjali smo opise delovnih mest, katera so navedena v katalogu delovnih mest z rešenim vprašalnikom, katerega so izpolnili zaposleni v finančnem sektorju. Preko rešenega vprašalnika so nam zaposleni podali sliko njihovih opravil in aktivnosti, ki jih izvajajo na delovnem mestu. V diplomskem delu smo podali predloge za opise delovnih mest, pri katerih prihaja do razhajanj in s tem prispevali predlog sistemizacije za finančni sektor, ki ustreza sedanjem stanju na Stanovanjskem skladu RS. Prav tako smo ugotovili, da se pojavlja potreba po novih delovnih mestih. Sedanja sistemizacija ne kaže jasne in realne slike procesov, ki se v organizaciji odvijajo in njihove medsebojne povezave. Na podlagi podatkov, ki jih vsebuje zastarela sistemizacija, potrebe po novem delovnem mestu kadrovska služba v organizaciji ni zaznavala.

Sekundarni povzetek: Systematization is an obligation which regulates relations between two main elements in the area of work: these are a working process and a working process performer. It defines the organization of the working process. The expression systematization can also denote the catalogue of working posts and their descriptions. The data for a working post description is obtained through a work analysis. A work analysis is a recording of all the tasks and requirements of a working post, of physical and social working conditions, responsibilities and other personality characteristics which are important for an execution of certain work. Through the example of the Housing Fund of the Republic of Slovenia the significance and relevance of the existing systematization will be dealt with. The Housing Fund of the Republic of Slovenia has existed since 1991, throughout this time its vision and mission have changed. Consequently, its activities have changed as well. This paper tried to establish whether the existent systematization keeps up with the requirements of the modern times and whether the 2004 systematization is still in accordance with the system of all the tasks of the Housing Fund of the Republic of Slovenia regarding the changes of working processes and organizaton. Furthermore, the systematization and work analysis in the financial sector were studied. Descriptions of working posts in the working posts catalogue were compared to a completed questionnaire, filled in by financial sector employees. The questionnaire provided a clear picture of tasks and activities, carried out by the employees at their working posts. This paper suggests descriptions of working posts, where there are discrepancies and in this way offers a proposal for a systematization in the financial sector, corresponding the present situation in the fund. In addition, a need for new working posts was established. The present systematization does not show clearly and realistically the processes within the organisation and their mutual connections. Based on the information from the out-of-date systematization, the human resources department of the organization did not perceive a need for as new working post.
