Povzetek
Zaposlovanje v okviru ukrepa javnih del zaposlitev omejuje na največ eno leto, hkrati pa Zakon o urejanju trga dela po preteku javnega dela onemogoča redno zaposlitev. Delodajalci se tako srečujejo z visoko fluktuacijo, delavci pa z nižjo motivacijo in negotovostjo. V diplomskem delu na osnovi raziskave zadovoljstva delodajalcev in delojemalcev oblikujemo predloge za izboljšave. Z raziskavo ugotavljamo, da so glavni problem časovna omejitev trajanja zaposlitve v okviru javnih del, zahteva po sofinanciranju zaposlitve s strani delodajalca ter kriteriji delavcev, ki jih je v okviru javnih del mogoče zaposliti. Delodajalci opozarjajo, da večji del trajanja zaposlitve javne delavce le usposabljajo ter da program prinaša prevelike obremenitve z vidika njihovih sredstev in virov. Na osnovi teh ugotovitev podajamo dva predloga izboljšav. Prvi predlog zajema take prilagoditve letnih programov zavodov, da bi vanje javne delavce lahko vključevali z manj usposabljanja. Drugi predlog zajema programe usposabljanja in programe prostovoljstva, v katere bi zavodi lahko povabili potencialne kandidate za javna dela ter jih tako usposobili že pred nastopom zaposlitve v okviru javnega dela. Tako delavci kot delodajalci bi lahko na ta način doprinesli k zmanjšanju posledic obstoječih omejitev, ki jim predstavljajo glavne težave.

Employment within the public works measures is limited to a maximum of one year, while after the expiration of the public works the Law on organization of the labor market prevents regular employment of the worker. Therefore, employers are faced with a high turnover, and workers with lower motivation levels and uncertainty. In the thesis we propose improvements based on satisfaction research of employers and employees. Our research reveals that the main problems are the duration limit of employment in public works, the requirement for co-financing the employment by the employer and the workers' criteria for employing in the context of public works The employers warn that the greater part of the length of the service of public workers they are only trained and that the program brings excessive burden in terms of assets and resources for the organization. Based on these findings we present two proposals for improvements. The first proposal includes such adjustments of annual programs of institutions that the public workers may be involved in the work with less training. The second proposal covers training programs and volunteer programs in which institutions could invite potential candidates for public works and train them before they even start the employment in the context of public works. Thus, both workers and employers could in this way contribute to reduce the negative implications of existing constraints, which cause their main problems. |
