diplomsko delo visokošolskega strokovnega študija, smer Organizacija in management kadrovskih in izobraževalnih procesov
Povzetek
Diplomsko delo predstavlja planiranje in razvoj kadrov na Ministrstvu za zunanje zadeve. V prvem, teoretičnem delu smo se seznanili s kadrovsko politiko, njenimi načeli in cilji, definirali pojem kadrovska funkcija ter njene naloge. V nadaljevanju smo podrobneje opisali planiranje kadrov, ki je nujnost za sodobno organizacijo, saj so plani kadrov pomembno sredstvo za stabilno poslovanje in iskanje odgovorov, kaj je potrebno opraviti, da bi organizacija dosegla cilje, kdaj in kako ter katere vire potrebujemo, da bi bilo delo opravljeno. Planiranje je v pomoč organizaciji, da zagotovi primerno število kadrov ter da so zaposleni s svojo izobrazbo in znanjem na ustreznih delovnih mestih. Razvoj kadrov pa prispeva k učinkovitosti in poslovni uspešnosti organizacije.
V drugem, empiričnem delu je predstavitev Ministrstva za zunanje zadeve, njihove dejavnosti, organizacijske strukture in strukture zaposlenih (po spolu, starosti, stopnji izobrazbe, delovni dobi in dinamiki zaposlovanja v letu 2010 in 2011). Z diplomsko nalogo smo s pomočjo raziskave in analize njenih rezultatov skušali prikazati mnenje zaposlenih o pomembnih dejavnikih razvoja kadrov, kot so motiviranje, usposabljanje, nagrajevanje, izobraževanje ter razvoj kariere. Ugotavljali smo vzroke za zadovoljstvo oz. nezadovoljstvo z obstoječim sistemom in vlogo zaposlenih v organizaciji iz njihove lastne perspektive. V zaključku naloge smo na podlagi ugotovitev raziskave in njene analize tudi podali predloge, kako bi se obstoječi sistem razvoja kadrov lahko še dodatno izboljšal.

The thesis deals with planning and staff development at the Ministry of Foreign Affairs of the Republic of Slovenia. In the first, theoretical part, the thesis presents an overview of the policy, its principles and objectives as well as the definition of the concept of human resourcing. In the following chapters we described the process of staff planning. Staff management is a necessity for all contemporary organizations. It's an important means of looking for answers in order to achieve the objectives of the organization. Planning should assist the organization to ensure an adequate number of staff and that employees are satisfied with their education and knowledge. In such a way the policy of staff development can also contribute to the efficiency and effectiveness of an organization.
In the second, empirical part of the thesis we tried to capture the dynamics of employment in Ministry of Foreign Affairs. Therefore we conducted an empirical analysis based on answers from a questionnaire distributed to all employees of the Ministry. The analysis of the results show the opinions of employees on relevant personnel development factors such as motivation, training, rewards and career development. Throughout the thesis we tried to test whether it can be argued that the employees of the Ministry of Foreign Affairs are satisfied with the existing system of personnel development. We identified the causes of satisfaction and dissatisfaction with the existing system and the role that the employees have in the organization from their own perspective. In conclusion, we have the findings of its research and analysis and make suggestions on how the existing system of personnel development can be further improved. |
