Abstract

Posameznikova pravica do zdravja je relativna. Kljub temu, da je vsak sam odgovoren za svoje zdravje, pa nosi določeno odgovornost tudi država. To predvsem pomeni, da mora prebivalcem zagotoviti socialno varnost in zdravstveno zavarovanje. Pravila, ki ju zagotavljajo, se zaradi prilagajanja razmeram nenehno spreminjajo. V diplomskem delu je po opredelitvi temeljnih pojmov predstavljen sam razvoj zdravstvenega varstva pri nas ter trenutna ureditev, predstavljene pa so tudi ureditve zdravstvenega varstva treh drugih držav. Posebno poglavje je namenjeno predstavitvi predlaganih sprememb obstoječe zakonodaje ter različnim pogledom na predlagane spremembe.

Secondary abstract: The right of an individual to health is relative. Despite the fact that every person is responsible for his or her own health, there is a certain responsibility of the state too. This in particular means that the state must provide social security and health insurance for all residents. However, the conditions are constantly changing and that is why there is also need to change the rules. In the thesis, after the definition of basic concepts, the development of healthcare in our country and the current regime are presented. I also present the organisation of health care in three other countries. A separate chapter is devoted to the presentation of the proposed amendments to existing legislation and different views on the proposed changes.
