Abstract

EKO občina je občina, ki temelji na načelih trajnostnega razvoja. Je model, ki je v osemdesetih letih prejšnjega stoletja nastal na Finskem, prva taka občina pa na Švedskem. Temelji na obnovljivih virih energije in učinkoviti rabi virov energije, zmanjšanju odvisnosti od fosilnih goriv, zmanjšanju škodljivih posegov v okolje in zadovoljevanju človekovih potreb učinkovito in zmerno. Za popolno in učinkovito delovanje je potrebno sodelovanje javnosti, lokalne oblasti in gospodarstva. Občani take občine se izobražujejo zato, da krepijo zavest o varstvu okolja. Take občine v Republiki Sloveniji ni, obstaja pa široka okoljevarstvena zakonodaja. Avtor obravnava Zakon o varstvu okolja in Energetski zakon, oba z določenimi podzakonskimi akti in na njihovi podlagi ugotavlja možnosti, da slovenske občine postanejo EKO občine. Opredeli tudi temeljne pojme povezane z lokalno samoupravo.

Secondary abstract: ECO Municipality is a municipality founded on sustainable development principles. It is a model established in the 1980' in Finnland, though the first such municipality was founded in Sweden. The idea is based on the renewable resources of energy and efficient use of energy resources, reducing dependence on fossil fuels, reducing the adverse environmental interventions and meeting human needs efficiently and moderately. For complete and efficient functioning the cooperation of the public, local government and economy is of significant relevance. Citizens are being educated to understand and develop environmental protection. In the Republic of Slovenia there is no such ECO Municipality. Although there is an extensive environmental regulation. The author examines Environment Protection Act and Energy Act, together with some of the subordinate acts in order to examine legal possibilities for slovenian municipalities to become ECO Municipalities. Fundamental legal concepts concerning local (self)government are explained as well.
