diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract
V diplomskem delu z naslovom Policijsko delo v romskih naseljih je predstavljen koncept preprečevanja kriminalitete, strah pred kriminaliteto ter zakonska podlaga in usmeritve za preventivno dejavnost v policiji. Ker je policijsko delo v skupnosti oblika dela, ki od izvajalcev zahteva veliko angažiranost, smo se v diplomskem delu omejili na policijsko delo v romskih naseljih. Prebivalci romskih naselij so namreč zaradi lastnega jezika, kulture in drugih etničnih značilnosti posebnost, kar od izvajalcev zahteva drugačen pristop. S pomočjo polstrukturiranih intervjujev so bila ugotovljena stališča policijskih vodij in policistov, strokovnjakov drugih pristojnih služb s tega področja in predstavnikov romske skupnosti o preventivnih aktivnostih, ki jih policija izvaja v romskih naseljih. Ugotovljene so bile določene pomanjkljivosti, katerih odprava bi za policijo predstavljala učinkovitejše delo. Tako je bilo ugotovljeno, da bi policija preventivne aktivnosti lahko izvajala veliko uspešnejše v sodelovanju z drugimi službami ter predstavniki romske skupnosti. Prav tako je bilo ugotovljeno, da bi te aktivnosti lahko izvajala veliko uspešneje, v kolikor bi imela za njih vnaprej pripravljen načrt, same aktivnosti pa bi morala izvajati redno (skozi vse leto) in usmerjeno v točno izbrano (določeno) ciljno skupino. Izvajalci bi morali biti policisti, ki jih Romi zaradi njihovega pristopa sprejemajo. Priporočena je bila tudi nova oblika policijskega dela v skupnosti pri prebivalcih romskih naseljih, ki bi morala povzeti izvajanje večdnevnih taborov za otroke in mladoletnike, po vzorcu izvedbe policijske postaje Krško. V teh taborih bi izvajalci (iz vseh ustanov), katerim udeleženci zaupajo in jih sprejemajo, slednje vsaj za določen čas odmaknili iz njihovega domačega okolja in jim skozi razne delavnice predstavili drugačne poglede na življenje, izobrazbo in kritičen odnos do odklonskih ravnanj. Pozitivno pri tem bi bilo tudi to, da bi se policisti in Romi med seboj spoznali, zaradi česar bi bil zagotovljen lažji pristop v njihova naselja in do njihovih družin ob izvajanju drugih policijskih nalog.

The thesis “Police work in the Roma settlements” introduces the concepts of crime prevention and fear of crime, as well as the legal basis and guidelines relative to crime prevention. As police work in the community demands a substantial amount of engagement on the part of the participants, therefore the subject of the thesis is narrowed down to police work in the Roma settlements. The residents of the Roma settlements are specific with regard to language, culture and other ethnic characteristics, and thus require a different approach. Semi-structured interviews with police heads and police officers, experts from other competent institutions and the Roma community representatives were applied in order to determine their views on the crime prevention activities executed by the police in the Roma settlements. As a result, certain weaknesses were found that could be eliminated and make police work more efficient. For example, crime prevention activities could be greatly improved through a cooperation between the police, other competent institutions and the Roma community representatives. In addition, these activities would be much more efficient if they followed a predefined plan, were implemented regularly (all year round) and were focused on a specifically defined target group. The persons executing them should have to be police officers accepted by the residents due to their approach. Also, a new form of police work in the community was recommended for the Roma settlements that should include multiday camps for children and teenagers, such as the one performed by the Krško police station. These camps would be managed by selected representatives (from all institutions), trusted and accepted by the residents, who would take them away from their home environment, at least for a certain period of time, in order to introduce them, through various workshops, to different perspectives of life, education and a critical approach to deviant conduct. This would also foster a better relationship between the police officers and the Roma residents, allowing easier access to their settlements and their families when implementing other types of police work. |
