Abstract

Uporaba drog tako v svetu kot tudi v Sloveniji narašča iz dneva v dan, z uporabo drog pa se posledično povečuje tudi kriminaliteta na tem področju. Slovenska kazenska zakonodaja inkriminira dve kaznivi dejanji, ki sta neposredno povezani z drogami, in sicer neupravičena proizvodnja in promet s prepovedanimi drogami, nedovoljenimi snovmi v športu in predhodnimi sestavinami za izdelavo prepovedanih drog in omogočanje uživanja prepovedanih drog ali nedovoljenih snovi v športu. Z uporabo in zlorabo drog so posredno povezana tudi premoženjska kazniva dejanja, ki jih izvršujejo odvisniki, da bi prišli do sredstev za nakup droge. Kljub strogemu nadzoru in sprejetim zakonodajam je največji problem na področju prepovedanih drog v uporabi legalno proizvedenih kemikalij za proizvodnjo prepovedanih drog. Od devetdesetih let je bil v Sloveniji opazen porast zlorabe in uporabe prepovedanih drog, v zadnjih petih letih pa je stanje na tem področju stabilno, število kaznivih dejanj je sorazmerno. Na območju Republike Slovenije policisti od vseh prepovedanih drog največkrat zasežejo konopljo (marihuano), prav tako je na območju Policijske uprave Ljubljana v največjih količinah zasežena marihuana, sledi pa ji kokain. Šest odstotkov vseh kaznivih dejanj neupravičene proizvodnje in prometa s prepovedanimi drogami, nedovoljenimi snovmi v športu in predhodnimi sestavinami za izdelavo prepovedanih drog prestavljajo kazniva dejanja, ki so posledica mladoletniške kriminalitete. V boju proti uporabi in zlorabi prepovedanih drog so zato zelo pomembni preventivni programi, katerih največji delež je usmerjen v otroke in mladostnike v vzgojno-izobraževalnih ustanovah in zunaj njih.

Secondary abstract: The worldwide phenomenon of illegal drug usage is increasing at a daily rate and is also strongly present in Slovenia. Alongside the use of illegal drugs, you can also observe a high increase of crime as the result of illegal drug usage. The Penal Code of the Republic of Slovenia incriminates two criminal offences, which are directly linked with illegal drugs, one being the unjustifiable production and trafficking with illegal drugs, forbidden sports drugs and prior substances for the production and making of illegal drugs and the other being enabling illegal drug use or use of illegal substances in sports. With the use and misuse of these drugs, there is an indisputable link with rising financial crimes and felonies, which are committed by drug addicts and users, so that these perpetrators can get to any financial means necessary to enable their illegal drug lifestyle. Although strict law regulations and controls, the biggest problem in the field of illegal drugs is the use of legally manufactured chemicals, which are used in making illegal drugs. From the nineties onward, we can see a steady increase of illegal drug use and misuse in Slovenia, the last five years of which are stagnate; the number of committed crimes is proportionate. In the Republic of Slovenia, police officers, out of every illegal drug, mostly seize grass (marihuana), the Police Directorate of Ljubljana having the biggest quantity of seized marihuana, the second being cocaine. Six percent of all crimes committed consist of illegal manufacturing and trafficking of illegal drugs, forbidden substances in sports and prior substances for the production and making of illegal drugs, which are mostly the result of crimes committed by underage individuals. In the prevention and fight against illegal drugs it is therefore critical to establish preventative programs, which mostly targets young children and under aged individuals in different types of educational establishment, as well as outside of these.
