Abstract

Diplomsko delo se specifično osredotoči na organizirano ekološko kriminaliteto v Sloveniji, tj. nezakonito trgovanje z rastlinskimi in živalskimi vrstami, nezakonit transport in odmetavanje radioaktivnih odpadkov, nezakonito sekanje in trgovanje z lesom, nezakonito odlaganje odpadkov v morja in oceane ter nezakonito izkoriščanje mineralnih surovin. Slovenija je v največji meri izpostavljena organizirani ekološki kriminaliteti zaradi transporta, saj velja za državo, prek katere storilci nezakonito prevažajo svoj »ulov«, vse bolj ogrožena pa je tudi zaradi ekološke kriminalitete. Slovenija je zelo dejavna na področju boja proti nezakonitemu transportu zavarovanih živalskih in rastlinskih vrst, saj poskuša čim bolje izvajati nadzor nad transportom na letališčih, mejnih prehodih in ob avtocestah. V zadnjem času je bilo odkritih precej primerov. Slovenija ima ključno vlogo tudi pri odkrivanju nezakonitega transporta na področju nezakonitega trgovanja z nevarnimi pesticidi, pri čemer je pomemben dober nadzor pristojnih. Tudi pri nezakonitem izsekavanju in transportu lesa Slovenija vzpostavlja vse strožjo zakonodajo, saj tovrsten kriminal narašča. Sledi nezakonito odlaganje odpadkov v morja, ki močno narašča in predstavlja največji problem za Slovenijo, saj s tem resno ogroža življenje rib in obmorskih živali ter posledično tudi ljudi. Diplomsko delo se osredotoči na iskanje konkretnih primerov za posamezno zvrst kriminalitete na območju Slovenije. Opiše oblike organizirane ekološke kriminalitete po svetu ter navede, katere izmed njih najdemo tudi v Sloveniji. Analizira primere iz slovenske prakse, predstavi problematiko reševanja organizirane ekološke kriminalitete ter predlaga uspešne načine njihove prevencije in reševanja. Čeprav organizirana ekološko kriminaliteta za Slovenijo še ne predstavlja resnejšega problema in ni tako obsežna kot v drugih državah, je zelo pomembno, da se o njej veliko govori in ozavešča.

Secondary abstract: In this final work we speciali focused on organized environmental crime in Slovenia, for example: illegal wildlife trading, illegal transportation and dumping of radioactive waste, illegal logging, illegal sea dumping, illegal exploitation of mineral resources. Slovenia is mostly exposed to organized environmental crime because of the transport thru the country. And is known as a transport country for an organized environmental crime because the criminals smuggling »cargo« throu. Slovenija is very active in the fight against illegal wildlife trading. Slovenija trying to carry out transport controls at airports, border crossing points, along the highways, and recently a number of cases have been discovered. Also, in the cases of illegal trade of dangerous pesticides, Slovenia has a key role at detecting illegal transport and here is too very important a good control of the competent authorities. Against illegal logging Slovenia try to establish more and more strict legislation because this type of organized environmental crime is becoming more and more common. Next is illegal sea dumping which is too very common and representing a huge problem for Slovenia because with illegal sea dumping criminals seriously threatens the lives of fish and marine animals, and also consequently peoples life. We focused on searching for specific cases for a particular type of crime that occurred in the territory of Slovenia. We described the forms of organized environmental crime that exist in the world and which of them are found in Slovenia. We analyzed cases from Slovenian practice and found out what was the problems of solving organized environmental crime and suggesting how successful ways of prevention and resolution could be. Although organized environmental crime does not present a serious threat to Slovenia and is not happening as much as in other countries, but it is still very important to talk about and to raise awareness.
