Abstract

V diplomski nalogi z naslovom »Policija – navijači, varnost na športnih prireditvah« smo predstavili problematiko nasilja na športnih prireditvah; predvsem smo se osredotočili na nogometne tekme. V prvem delu naloge smo opisali vrste in oblike nasilja na športnih prireditvah, dolžnosti organizatorja ter dejavnosti in pooblastila policije. V drugem delu smo se osredotočili na pravno ureditev varovanj športnih prireditev v Sloveniji in še v dveh tujih državah (na Hrvaškem in v Veliki Britaniji). Naslednje poglavje je namenjeno preventivnemu ukrepanju proti izgredom v Sloveniji: na kratko smo opisali zakone, ki omejujejo kršitelje na nogometnih prireditvah. V četrtem poglavju smo opisali ogled tekme med Mariborom in Olimpijo. V zadnjem poglavju smo predstavili intervju s članoma navijaške skupine Viole. V delu smo predvsem ugotavljali, kakšna je pravna ureditev nasilja na športnih prireditvah in kakšno je (preventivno) ukrepanje ter delo policije, proti navijačem v Sloveniji. Analizirali smo nogometno tekmo med slovenskima nogometnima kluboma NK Maribor in NK Olimpija. Ugotovili smo šest kršitev JRM, pet sumov posedovanja prepovedane droge, dvanajst primerov posedovanja pirotehnike in en izrečen ukrep prepovedi obiskovanja športnih prireditev. Na podlagi obravnavane problematike smo ugotovili in potrdili hipotezi, da v Sloveniji nimamo posebnega zakona, ki bi urejal problematiko navijaških izgredov, ter da Slovenija primerno sledi ukrepom Sveta Evrope proti nasilnežem na nogometnih tekmah, zlasti ukrepom Evropske konvencije o nasilju in nedostojnem obnašanju gledalcev. Zavrnili pa smo hipotezo, da v Sloveniji nismo poostrili kazni proti kršiteljem na nogometnih tekmah z namenom, da se izgredi ne bi več dogajali. Ker je nasilje na športnih prireditvah nekaj vsakdanjega, je zelo pomembno, kako ga zmanjšati in nadzorovati. Tako so v delu podani tudi predlogi za izboljšave (sprejem dodatne specifične zakonodaje, ozaveščanje ljudi, morebitne spremembe v kadru, ki skrbijo za varnost itd.).

Secondary abstract: In our diploma thesis titled The police and supporters and security at sporting events we were researching problem of violence at sporting events especially at football events. In the first chapter we described what kind of violence happens at sporting events: we described responsibilities of organizers and the police. In the second chapter we focused on sporting event regulations in Slovenia and in two foreign countries (Croatia and UK). Next chapter is dedicated to preventive action against difficult football supporters in Slovenia. We summarized some of the laws in Slovenia that are written to prevent offenders from breaking the law at sporting events. In the forth chapter we described the football match between Maribor and Olimpija. And in the last chapter we interviewed some of the members of supporters' group Viole. We wrote some of the findings from these interviews. In the diploma thesis we were analyzing what did the lawmakers do to prevent violence at sporting events and what kind of preventive measurements did the police take against violence at such events in Slovenia. We analyzed the football match between two Slovenian football clubs: NK Olimpija from Ljubljana and NK Maribor from Maribor. We discovered there were 6 violations of public order, 5 suspected drug possessions, 12 cases of possessing pyrotechnics and the police issued one ban to visit sporting events. On the basis of the problem discussed we confirmed the hypothesis and we found that we do not have a specific law in Slovenia that would address the disturbances at the sporting events, but Slovenia does follow the measures advised by the Council of Europe against violators on football matches, especially measures of the European convention on Spectator and Misbehaviour at Sports. However, we did reject the hypothesis that Slovenia didn't put heavier penalties on the lawbreakers at the sporting events so we would encounter less riots. Because the violence at the sporting events is seen on a daily basis it si very important to know how to reduce it and control it. For that reason we have included some suggestions for improvements(making specific laws, informing people, possible changes in the personnel who are responsible for the safety etc.).
