diplomsko delo visokošolskega strokovnega študija
Abstract
Javna uprava je kompleksen poslovni sistem z jasnimi cilji: mora biti zakonita, politično nevtralna, profesionalna, odgovorna, usmerjena k uporabnikom, odprta, pregledna in učinkovita. Največje bogastvo vsakega poslovnega sistema so ljudje in tudi kakovost javne uprave je odvisna od njenih zaposlenih. Zato se v javni upravi razvijajo sodobni instrumenti upravljanja s kadrovskimi viri, kot so letni pogovor s sodelavcem, letno ocenjevanje in napredovanje javnih uslužbencev.
Predmet diplomske naloge je teoretična opredelitev sistema javnih uslužbencev ter razvijanja njihove kariere. Pregled obstoječega stanja pa smo dopolnili še z anketo o zadovoljstvu zaposlenih, s katero smo skušali ugotoviti, kako zaposleni zaznavajo posamezne kadrovske dejavnike.
Namen in hkrati cilj diplomskega dela je na podlagi teoretičnih izhodišč, spoznanj iz prakse in rezultatov ankete, izvedene v Upravni enoti Žalec, analizirati mnenje zaposlenih o letnih razgovorih, strinjanje z letno oceno in napredovanjem ter ugotovitev zadovoljstva zaposlenih.

Public administration is a complex business system with transparent objectives. It has to be legal, politically neutral, professional, responsible, user-directed, opened, clear and efficient. The most important part of each business system are people and also quality of the public administration depends on its employees. Modern instruments od managing personell resources are developing nowadays, such as an annual conversation, annual marking and promotions of public employees.
My diploma thesis deals with theoretical definition of a system of public employees and developing their careers. Not only an owerview of an existing state but also a questionnare about employees' satisfaction, by which we wanted to find out how they see individual personnel parameters, is presented.
The purpose and a goal of my thesis is to analyse the employees' opinions about annual conversations, their agreement with the annual marks and promotions, and their satisfaction. |
