Povzetek
Dinamika sprememb v družbenem okolju zahteva od vsake organizacije visoko stopnjo prilagodljivosti, sposobnosti pravočasnega odziva na spremembe, ki se pojavljajo v okolju in vplivajo na organizacijo. Doseganje ciljev organizacije je pogosto odvisno tudi od dejavnikov, kot je mobilnost zaposlenih.
Namen diplomske naloge je ugotoviti, s katero obliko mobilnosti so se zaposleni na Davčnem uradu Kranj že srečali, s katero so se srečali nazadnje in katera oblika mobilnosti bi bila zanje najbolj sprejemljiva. Pomembne so tudi ugotovitve namena oz. razloga ter posledice in vpliva izpeljane mobilnosti, kot tudi zakonodaja, ki ureja področje mobilnosti.
V teoretičnem delu diplomske naloge opisujemo pojem in vrste mobilnosti, katere tudi na kratko predstavimo, in sicer:
• prerazporeditev ali horizontalna mobilnost;
• vertikalna mobilnost;
• delo na domu;
• rotacija;
• začasna premestitev;
• delo v delovnih ali projektnih skupinah, procesnih timih;
• fluktuacija¬¬ — sprememba delodajalca;
• mobilnost kot posledica vstopa v Evropsko unijo;
• mobilnost vodilnega osebja.
Empirični del diplomske naloge zajema predstavitev nalog Davčne uprave Republike Slovenije na splošno in podrobno predstavitev in naloge Davčnega urada Kranj. V okviru tega obravnavamo mobilnost zaposlenih.
Raziskava je pokazala, da je najbolj razširjena vertikalna oblika mobilnosti. Največji vpliv na mobilnost imajo finance in normativne spremembe, kjer ima politika velik posredni vpliv, pa naj gre za zakonske ali podzakonske akte, ki so navadno pravna podlaga za različne oblike mobilnosti. Dinamiko sprememb je narekovala tudi recesija, ki je pripomogla k temu, da se bodo nekatere vrste oziroma oblike mobilnosti izvajale zelo poredko, ali pa bodo zajele le določene zaposlene (vertikalna mobilnost se bo v bodoče izvajala le pri vodilnem osebju).

The dynamic of changes in the social environment demands of every organization a high level of compliance, an ability to react in due time to changes that are appearing in the environment and influencing the organization. Reaching the organization’s goals often depends on factors such as staff mobility.
The purpose of this graduation thesis is to find out which form of mobility has already been used with the employees of the Kranj Tax Office, which one was the latest, and which form would be the most suitable one for the employees. The determination of purpose or reason for mobility with its consequences and influences is very important as well as the legislation that deals with the field of mobility.
The theoretical part of the thesis describes the definition and forms of mobility with their short presentation as following:
• redeployment or horizontal mobility;
• vertical mobility;
• outwork;
• rotation;
• secondment or temporary transfer;
• work in work or project teams, process teams;
• staff turnover (change of employer);
• mobility as a consequence of joining EU;
• executive staff mobility
The empiric part of the thesis covers the presentation of tasks of the Tax administration of the Republic of Slovenia in general; as well as the detailed presentation of the Kranj Tax Office and its tasks together with its staff mobility.
The research has shown that the most common form of mobility is the vertical one. The mobility is mostly influenced by the finances and normative changes where politics has a great indirect influence, whether by laws or regulations that are usually the legal basis for different forms of mobility. The dynamic of changes was also dictated by the recession which will contribute to fewer forms of mobility or to applying only to certain employees (vertical mobility will be carried out only with the executive staff). |
