Abstract
Območje Zahodnega Balkana ima že dolgo pestro zgodovino, pretresali pa so jo tudi številni spopadi in spori med različnimi narodi. Ta razgibana in na žalost tudi krvava preteklost se je nadaljevala tudi v obdobju novejše zgodovine. Slednja so se običajno dotikala nedorečenih meja in želje po teritoriju, od teh pa močno izstopa Severna Makedonija, in sicer z željo po imenu. Ob osamosvajanju v devetdesetih letih prejšnjega stoletja je sosednja država Grčija v uporabi imena "Makedonija" videla makedonsko željo po grškem teritorialnem ozemlju, ta argument pa je bil podlaga za vrsto diplomatskih in drugih ukrepov proti severni sosedi. Primer spora je bil precej edinstven, poleg tega pa so k njegovemu dolgotrajnemu razreševanju prispevali še notranjepolitični problemi, spori na območju Zahodnega Balkana, pa tudi nepripravljenost obeh strani, da konstruktivno pristopita k pogajanjem. Posledica nesoglasja je bil precejšen zaostanek Severne Makedonije pri vključevanju v mednarodni prostor, za razrešitev spora pa je bilo navkljub podpori številnih drugih držav, vključno s Slovenijo, potrebnih kar sedemindvajset let. Šele Prespanski sporazum je tako Makedoncem prinesel možnost, da stopijo na pot, ki so jo določene nekdanje sorepublike že prehodile. Spor med Severno Makedonijo in Grčijo je ponovno pokazal, koliko so mednarodni odnosi zgrajeni na medsebojnem spoštovanju, saj se je tudi v tem primeru izkazalo, kako nemočne so mednarodne pravne institucije, in kako zelo je za napredek mednarodne diplomacije pomembna politična volja. Na žalost sta jo obe državi po več desetletjih končno našli, vseeno pa tudi Prespanski sporazum pušča dovolj prostora za nove zaplete, če ponovno zmanjka medsebojnega spoštovanja.

The Western Balkans has had a turbulent history characterized by many conflicts and disputes between diverse nations. Unfortunately, this eventful and bloody past has continued through the contemporary history with the breakup of the SFRY, which raised important political questions. The latter usually concerned undefined borders and territorial ambitions. After North Macedonia gained independence in 1991, Greece saw the use of the name "Macedonia" as an ambition over the Greek territory, which served as a foundation to a series of diplomatic and other measures by Greece against its northern neighbour. This name dispute between the two countries was unique, and its resolution was apart from other things hindered by the internal political problems, conflicts in the Western Balkans, and the unwillingness of both sides to take a constructive approach to the negotiations. The disagreement resulted in a considerable delay of North Macedonia's political and economic integration in the international arena. Although the search for solution was supported by numerous countries, including Slovenia, the dispute took 27 years to end. It was not until the Prespa agreement that the Macedonians got the opportunity to take the road towards the goal certain former co-republics already reached. This case has demonstrated once again powerless international legal institutions are and how important political mood is for the progress of international diplomacy. Unfortunately, the two countries have only found respect for each other after several decades. However, one should be aware that the Prespa Agreement is not bulletproof, should mutual respect dry up once again. |
