Abstract

Gasilstvo v Sloveniji definirano kot obvezna lokalna javna služba. Gasilski vodje, ki vodijo gasilske formacije, morajo biti kompetentni za izvajanje svojih nalog. Ker so bila nekdanja usposabljanja gasilskih vodij pred leti ukinjena, nove oblike pa kljub zakonodajnim zahtevam niso bile vzpostavljene, trpi strokovno delo, napredovanja se izvajajo le na podlagi staža, pridobljenih izkušenj ter subjektivnih kriterijev, kar ima za posledico odsotnost kariernega sistema v poklicnem gasilstvu. V nalogi smo preučili sedanji sistem napredovanj in usposabljanj vodij v poklicnem gasilstvu ter ga primerjati s tujimi praksami in kariernimi sistemi, v katerih vodje pridobijo ustrezne kompetence. Podatke analize smo primerjali s predvidenim 3-modulnim programom dopolnilnega usposabljanja gasilskih vodij, s katerim naj bi ti v prihodnje pridobili ključne kompetence za vodenje tako na intervencijah in vajah kot pri delu v enoti. Oblikovali smo predloge in nabor ukrepov, kako ob upoštevanju tako zatečenega stanja v enotah kot zahtev zakonodaje in predvidenih vsebin programov usposabljanja kar najbolje izpeljati usposabljanja ter s tem pripraviti dobre podlage za delo gasilskih vodij.

Secondary title: Carrer system and competencies of fire officers in professional fire departmens
Secondary abstract: Firefighting is defined as a compulsory local public service in Slovenia. Fire officers who lead fire departments must be competent to perform their duties. Since the former trainings of fire officers were abolished years ago and new forms have not been established despite legal requirements, professional work suffers, promotions are made only on the basis of experience, acquired knowledge and subjective criteria, which leads to the lack of a career system in professional firefighting. In this paper, we examined the current system of promotions and training of managers in professional firefighting and compared it with foreign practices and career systems. The data from the analysis were compared with the planned 3-module program of additional training for fire service leaders, which in the future will enable them to acquire key competencies for leadership in operations and exercises, as well as in the performance of peacetime activities. We have formulated proposals and a catalogue of measures on how the training can best be carried out, taking into account the current situation in the units as well as the requirements of the legislation and the planned content of the training programs, thus preparing a good basis for the work of the fire officers.
