Abstract
Evropska unija predstavlja skupnost, ki je nastala v želji po boljšem življenju na podlagi medsebojnega sodelovanja držav članic. Vendar pa se časi spreminjajo in samo vprašanje časa je bilo, kdaj se bo pojavila želja po izstopu katere izmed držav članic. Pravica države članice do izstopa iz EU je bila sprejeta z Lizbonsko pogodbo in je zapisana v členu 50 Pogodbe o Evropski uniji, ki določa postopek, po katerem lahko država članica izstopi iz EU. Združeno kraljestvo je prva izmed držav članic, ki je izrazila željo po izstopu. Britanska vlada je Evropski svet uradno obvestila o nameri sprožitve postopka 27. marca 2017. Do takrat je pravica do izstopa, ki je zapisana v členu 50 PEU, predstavljala zgolj teoretično možnost. Čeprav je do izstopa prišlo 31. januarja 2020, pa med Združenim kraljestvom in EU do konca leta 2020 velja prehodno obdobje. Namen prehodnega obdobja je zagotoviti čas za pogajanja o ureditvi prihodnjih odnosov. Za lažje razumevanje zapletenosti postopka izstopa države članice iz EU je v diplomskem delu obravnavana zgodovina EU in njen odnos z Združenim kraljestvom skozi čas. Analiziran je člen 50 PEU in predstavljena vloga Evropskega sveta, Sveta EU, Evropskega parlamenta, Evropske komisije in Sodišča EU pri poteku pogajanj. Opisan je tudi sam potek izstopnih pogajanj in pogajanj o prihodnjih odnosih, ki so v tem trenutku še v teku. Predstavljeni so možni modeli brexita ter vpliv izstopa na različna življenjska področja po koncu prehodnega obdobja.

The European Union is a community created in the desire of a better life based on the cooperation of the Member States. However, times have been changing and it was only a matter of time before one of the Member States decided to withdraw from the EU. The right of a Member State to withdraw from the EU is enshrined in Article 50 of the Treaty on European Union. The United Kingdom is the first Member State to express its wish to withdraw. The British Government notified the European Council of its intention to initiate proceedings on 27 March 2017. Until then, the right of withdrawal enshrined in Article 50 TEU was a purely theoretical possibility. Although the withdrawal took place on 31 January 2020, there is a transitional period between the UK and the EU until the end of 2020 to provide time for negotiations on the regulation of future relations. To help understand the complexity of the procedure for a Member State's withdrawal from the EU, the thesis discusses the history of the EU and its relationship with the UK through history. An analysis of Article 50 TEU is made and the role of the European institution during the negotiations is presented. It also describes the course of withdrawal negotiations and negotiations on future relations, which are still ongoing. Finally, possible models of Brexit and the impact of the withdrawal after the end of the transition period on different areas of life are presented. |
