Abstract
Trg nepremičnin je zelo volatilen – v času konjunkture je v razcvetu, v času kriz v upadu. Gibanje cen in obseg prometa vedno določa razpoloženje lastnikov in investitorjev, ki se v nekem obdobju odločajo za investicije, dezinvesticije ali za nepremičninsko transakcijo, ki je posledica njihovih spremenjenih življenjskih ali poslovnih razmer. Slovenija je med državami, ki imajo enega najvišjih deležev zasebnega lastništva nepremičnin, zato je trg vedno aktiven. Po razpoložljivih podatkih Stanovanjskega sklada RS iz leta 2015 so lastniki večine stanovanj (91 %) bile fizične osebe, 6 % stanovanj je bilo v lasti javnega sektorja, lastniki 3 % stanovanj pa so bile druge pravne osebe. (STATISTIČNI URAD RS, 2021) Prodaja in nakup nepremičnin se je v svojih procesih, dokumentih, podatkovnih zbirkah in načinih dostopa do podatkov in dokumentov v zadnjih 30 letih zelo spremenila. Na spremembe je najbolj vplivala sprememba družbenega reda, ki smo jo doživeli v 90-ih letih prejšnjega stoletja, priključitev Slovenije Evropski uniji in harmonizacija domačih pravnih aktov z evropskim pravnim redom. V zadnjih tridesetih letih smo bili priča tudi neverjetnemu informacijskemu razvoju. Vse gospodarske in življenjske panoge so se zato temeljito spremenile, racionalizirale in modernizirale ter se preselile na splet. V zadnjem letu je napredek na področju digitalizacije pospešila tudi kriza covid-19. Med področji, ki se jih je ta kriza najbolj dotaknila, je tudi nepremičninsko področje. Zaradi omejitvenih ukrepov gibanja s ciljem zajezitve virusa je bilo neovirano kupiti ali prodati nepremičnino v večjem delu leta 2020 in v prvih tednih 2021 skoraj misija nemogoče. Želje ali potrebe po zamenjavi bivalne nepremičnine so se zaradi večtedenskega »lockdowna« bistveno povečale, saj je marsikdo ugotovil, da mu nepremičnina, v kateri biva, ne ustreza in jo je želel zamenjati. Digitalne rešitve so oglede nepremičnin v živo spremenile v virtualne. Klasične fotografije v nepremičninskih oglasih so vedno bolj dopolnjevali tudi video posnetki, ki se izdelujejo s pomočjo najnovejših multimedijskih orodij. Svetovne inovacije iz tega področja so se v zadnjih mesecih sočasno selile na lokalni trg. Panoramski posnetki okolice nepremičnin in 360-stopinjski videoposnetki njihovih interierjev spreminjajo resničnost v sodobno virtualno uporabniško izkušnjo. Do sedaj razvite spletne rešitve upravnih postopkov so se še bolj začele uporabljati, saj je bilo zaradi dela od doma moteno delovanje državnih organov, ki izvajajo najpomembnejše procese pri prenosu lastništva nepremičnin. Digitalizacija se nenehno razvija, trg nepremičnin pa vedno sledi vsem spremembam življenjskih trendov, zato se obe področji prepletata in dopolnjujeta. V nalogi je predstavljen razvoj področja nepremičninskega posredovanja od njegovega pravno potrjenega začetka leta 2003, stanje digitalnih rešitev na tem področju ter uporabniška izkušnja, ki je aktualna v tem trenutku. Nakazane so tudi smernice in predlogi prihodnjega razvoja. The real estate market is highly volatile; it booms in times of expansion and shrinks in times of crisis. The movement of prices and the volume of turnover always determine the mood of owners and investors who elect to invest, divest or engage in real estate transactions, whichever may ultimately be the result of the altered living or business conditions. Slovenia is among the countries with one of the highest shares of private real estate ownership, so the market is always active. According to available data from the Housing Fund of the Republic of Slovenia foe 2015, the owners of most apartments (91%) were natural persons, while 6% of all apartments were owned by the public sector subjects and 3% by legal persons.
The real estate sale and purchase process has changed significantly over the last 30 years. The changes were mostly influenced by the transformation in the social system we experienced in the 1990s, Slovenia's accession to the European Union and the harmonization of domestic legal acts with the Union acquis. In the last thirty years, we have also witnessed incredible information development across all industries that have been radically changed, streamlined and modernized, and moved online; the digitization was also been accelerated by the Covid-19 crisis. The real estate sector ranks high among the areas most affected by the recent health crisis. On account of the restrictions of movement aimed at curbing the spread of the novel coronavirus, smooth and unhindered real estate transactions were virtually impossible for most of 2020 and in the first weeks of 2021. The desire or necessity to shop for residential properties increased significantly due to a several-week lockdown, as many people found that their property did not meet their needs. Digital solutions have turned live real estate tours into virtual ones. Classic photographs in real estate ads have also been increasingly complemented by videos produced using the latest multimedia tools as global innovations moved into the local market in recent months. Panoramic shots of the property’s surroundings and 360-degree videos of their interiors have transformed reality into a modern virtual experience. The online solutions for administrative procedures developed so far have become even more widely used, as telecommuting has disrupted the operations of several state authorities that carry out the most important processes in the transfer of real estate titles. Digitization is constantly evolving and the real estate market is always following the latest trends, making both areas intertwined and complementary.
The thesis presents the development of real estate brokerage since it was legally confirmed in the beginning of 2003, the status of digital solutions in the said area, and the current user experience.
