Abstract

Organizacijska kultura šole in njen razvoj v smeri izboljševanja kakovosti sta v zadnjem desetletju v središču pozornosti strokovne javnosti, ki se ukvarja z razvojem šol. Šolska kultura, neločljivo povezana z nacionalno kulturo in vpeta v individualnost posameznikov, ki jo sestavljajo, je tista neotipljiva, nevidna, a mogočna sila, ki določa organizacije in njihovo delovanje. Tudi zavedanje o nujnosti in potrebnosti spremljanja, obvladovanja in izboljševanja kakovosti vzgojno izobraţevalnih ustanov počasi prodira v vsakdanje ţivljenje osnovnih šol. Šolska kultura v veliki meri odloča, kako uspešno bodo spremembe, tudi v smislu izboljševanja kakovosti, zaţivele v praksi. V mednarodni raziskavi poučevanja in učenja TALIS, ki je potekala leta 2008, so zbrali in preučili podatke, ki so povezani s poučevanjem, prepričanji in stališči učiteljev o poučevanju ter s pedagoškimi, vodstvenimi in upravnimi vprašanji v zvezi z delom ravnatelja. Ker so ta področja sestavni del šolske kulture in procesa izboljševanja kakovosti, smo v empiričnem delu s pomočjo sekundarne analize podatkov izpostavili dejavnike organizacijske kulture, ki lahko vplivajo na kakovost osnovnih šol. Rezultati empirične raziskave so potrdili, da elementi šolske kulture osnovnih šol v Sloveniji še vedno niso prerasli okvirov tradicionalne šole v celoti, vendar določena prepričanja in sodelovalne prakse kaţejo na premike proti procesno-razvojni in sodelovalni kulturi.

Secondary abstract: In the last decade the school organization culture and its development towards improving quality are in the focus of attention of professionals who deal with schools' development. School culture, inseparable from the national culture and caught between individuality of individuals of whom it is composed, is intangible, invisible and mighty force which determines organizations and their functioning. Awareness about the urgency and need to change, master and improve the quality of educational institutions has been slowly penetrating in everyday life of primary schools. To a large extent, school culture decides how successful the changes in practice will be, also in the light of quality improvement. In the TALIS Teaching and Learning International Survey, which took part in 2008, data connected with teaching, believes and observations of teachers about teaching, was collected and studied, as well as educational, management and administration issues relating to the principal's work. Since these fields are an integral part of school culture and quality improvement process, organization culture factors that can influence the primary schools' quality were exposed in the empirical part of the thesis by means of the data secondary analysis. The empirical survey results confirmed that the school culture elements in the primary schools in Slovenia still have not overgrown entirely the frames of traditional schools, but specific believes and cooperation practice show that some movements have been made towards the process-development and cooperation culture.
