Abstract

Medorganizacijsko obvladovanje logističnih procesov v transportu je kompleksna in zahtevna naloga, ki od udeležencev v procesu izvajanja logističnih postopkov transporta zahteva specifična znanja, sposobnosti ter poslovne spretnosti. Obseg in vrsta logističnih procesov, vezanih na transportno dejavnost, je tako širok in zahteven, da smo se v nalogi omejili le na obravnavo logističnih procesov v cestnem transportu in vanj vključili organizacijo transporta, povezano s špedicijo in dejavnostmi, ki so nujne za izvedbo transporta. Delno in le teoretično smo se naslonili na dejavnosti skladišča, postopke nakladanja, prekladanja tovora, zavarovanja tovora ter nekatere druge ožje vrste logističnih procesov, ki so vezani za transport. Vsi ti postopki imajo časovno in prostorsko dimenzijo in zahtevajo sposobnost organizirati delo, poznavanje medorganizacijskih postopkov in povezav, poznavanje in obvladovanje tujih jezikov, domače in tuje kulture ter poslovnih običajev, poznavanje pravnih in drugih predpisov ter vrste drugih spretnosti, potrebnih za uspešno medorganizacijsko obvladovanje logističnih procesov. Gre za logistične aktivnosti, ki tvorijo skupek natančno načrtovanih, med seboj koordiniranih, reguliranih in kontroliranih storitvenih aktivnosti, ki povezujejo vse postopke transporta, od pošiljatelja tovora do prejemnika tovora, z že vnaprej določenim ciljem, da se logistične procese opravi z minimalnimi vloženimi sredstvi ter da se z minimalnim potencialom maksimalno zadovoljijo zahteve naročnika. Podatke za preverjanje, analiziranje in pridobivanje odgovorov na vprašanja, povezana s transportom, smo z neposrednimi stiki in anketno raziskavo pridobili pri podjetjih, gospodarskih družbah in posameznikih (transportnih organizacijah), ki jim je transport osnovna dejavnost. Znanstvena, strokovna in druga razpoložljiva literatura je bila v pomoč za pripravo anketnega vprašalnika. Naša naloga je bila ugotoviti, ali v Sloveniji obstaja enoten model medorganizacijskega obvladovanja logističnih procesov v transportni dejavnosti. Žal so pridobljeni podatki dali relevantne dokaze, da transportne organizacije v Sloveniji nimajo izdelanega modela enotnega obvladovanja logističnih procesov. Zato smo z raziskavo in pregledom znanstvene literature, s pregledom dostopnega gradiva podjetij, gospodarskih družb in posameznikov, ki se ukvarjajo z organizacijo transporta in izvajanjem logističnih procesov, s pregledom predpisov in posameznih pogodb ter z anketno raziskavo poskušali dognati stanje medorganizacijskega obvladovanja logističnih procesov in na podlagi tega poiskati možnosti za pripravo ustreznega modela, ki bi transportne organizacije povezal in omogočil enotno medorganizacijsko obvladovanje logističnih procesov. Za ugotavljanje dejanskega stanja in preverjanje ustreznosti pridobljenih podatkov smo postavili šest hipotez, ki so bile podlaga za pripravo anketnih vprašanj. Pripravljen anketni vprašalnik smo po elektronski in klasični pošti pošiljali transportnim organizacijam (podjetjem, gospodarskim družbam in posameznikom), ki jim je transport osnovna dejavnost. Odgovore smo prejemali enako. Število prejetih izpolnjenih anketnih vprašalnikov je bilo zadostno za analizo in preučitev organizacijskega stanja v transportu. Iz pridobljenega gradiva ter kvantitativne, faktorske in regresijske analize smo spoznali , da so bile hipoteze pravilno postavljene, rezultati raziskave pa so potrdili našo predpostavko, da v Sloveniji ne obstaja ustrezen model medorganizacijskega obvladovanja logističnih procesov v transportu. Ugotovili smo, da je pri transportu ljudi in njihove prtljage stanje povsem drugačno, saj država prek gospodarske zbornice razpiše koncesije za šolske in redne potniške linije in jih razdeli prevoznikom po ustreznem ključu ali po izpolnjevanju zahtevanih kriterijev. Določen je postopek izvedbe transporta potnikov in dosežena cena za opravljeno storitev, kar za transport blaga ni mogoče uporabiti, saj je transport blaga prepuščen trgu ponudbe in povpraševanja. Ugotovitve v raziskovalnem procesu so bile podlaga za iskanje novih gradnikov in pripravo sodobne paradigme, ki bi omogočila izdelavo ustreznega modela. Ocenjujemo, da bi bilo splošno sprejet in potrjen model mogoče ponuditi vsem udeležencem v transportu v obliki predpisa, ustrezne edukacije ali kot model uspešne transportne prakse. Država bi lahko prek gospodarske in obrtne zbornice zagotovila enake možnosti medorganizacijskega obvladovanja logističnih procesov v transportu in v ta namen pripravila lokacijsko podlago za izvajanje logistične dejavnosti. Država to lahko naredi z državnim prostorskim načrtom, s katerim bi v prostor (podobno kot Luka Koper) umestila logistične centre, ki bi omogočili obvladovanje logističnih procesov in zagotovili vsaj približno enake možnosti vsem udeležencem v transportni dejavnosti. Slovenija bi lahko delovala kot enotna logistična platforma, kar ji nedvomno omogoča njena geografska in prostorska umeščenost. Ugotovitev neurejenega stanja je ustrezna podlaga za reorganizacijo in porazdelitev transportnega območja ter za ustanovitev organizacije ali združenja, ki bi skrbelo za enotno medorganizacijsko obvladovanje logističnih procesov. Statistična, faktorska in regresijska analiza pridobljenih podatkov so dale dovolj podlage in argumentov za pripravo nove paradigme, ki bi rabila kot vodilo podjetjem, gospodarskim družbam in posameznikom v medorganizacijskem obvladovanju logističnih procesov. Model medorganizacijskega obvladovanja logističnih procesov je prispevek znanosti, ki bo poskušal vsaj delno urediti stanje na tem področju. Zavedamo se, da je to dolgotrajen in nenehno spreminjajoč se proces, vendar smo prepričani, da je skrajni čas, da vsaj modelno poskusimo pomagati udeležencem v transportu.

Secondary abstract: Interorganizational logistic processes management is a complex and difficult task, which demands specific knowledge, skills and capabilities of its participants. The scale and sort of logistic processes connected to transport activity is wide and demanding, so we focused only on logistic processes in road traffic and we included the transport organization connected to shipping and other activities necessary for transport performance. Partial and only theoretically we rely on warehouse activities, loading procedures, cargo movements, cargo insurance, and other specific activities. All these procedures have their own time and space dimension and they demand the ability to organize the work, interorganizational procedures and connections, foreign languages speaking, familiarity with own and foreign culture, legal acts familiarity and other qualities needed for successful interorganizational logistic processes management. It is about logistic activities which conclude carefully planed, intercoordinated, regulated and controlled activities, which connect all transport procedures from sender to receiver with pre-set goal to perform those activities with minimal input and to gain maximum satisfaction of the client. Information for this survey were gained by analysis of answers which we obtained in a questionnaire send to transport companies. Scientific and other literature helped us to prepare the questionnaire. Our goal was to determine if there was an unified model of interorganizational logistic processes management in Slovenia. Sadly the information gave us the conclusion that there is no such model in Slovenia. That is why we tried to determine the actualstatus with the helpof literature, business data of companies, questionnaire, individuals etc. and based upon that we tried to find the opportunities to prepare the model, that would connect transport companies and allow them to perform the interorganizational logistic processes management. To determine the exact status and to evaluate the relevance of data we set six hypotheses, which were the basis for questionnaire preparation. The questionnaire was send to transport companies by classic and electronic mail. Answers to questions returned same way. The number of answered questionnaires was sufficient for analysis and the study of organizational status of transport. Results of quantitative, regression, factor and analysis showed hypotheses were set correctly and the results confirmed our assumption on Slovenia not having an appropriate model of interorganizational logistic processes management in transport of goods. On area of transport of people and their luggage the status is different, where the state calls for concessions in transport of school transport and regular lines and then shares them to transporters in order of suitable scheme. The procedure of passenger transport is set and so is the price of it, but for the goods this model cannot be used, because the transport of goods is an objective of free market. Findings in the survey process were a basis for search of new building elements and preparation of modern paradigm, which allows creation of a new suitable model. We estimate that a wide accepted model would be possible to offer to all the participant in traffic in a form of regulation, suitable education or as a model of successful practice. The government, especially, The Chamber of Industry and Commerce should create equal chances of interorganizational logistic processes management in transport and for this purpose should prepare the location basis for logistic activities. The government can do this with a development plan by which it would locate the logistic centers that would support transport activity. Slovenia could become an unique and whole logistic platform, which is enabled by its geographical location. Determination of unsettled status is a suitable basis for reorganization and division of transport area as is the basis for establishment of organization or association which would secure common interorganizational logistic processes management. Statistic, factor and regression analysis of data gave us enough basis and arguments for a new paradigm preparation, which would be a guidance to companies, individuals etc. in interorganizational logistic management. The model of interorganizational logistic management is a contribution of science and will partially help to set the status in this area. We know that it will be a long and dynamic process, but we are sure it is about time that we try to help participants in traffic by use of this model.
