Abstract

Učinkovitost in pravičnost sta ključna kriterija financiranja izobraževanja iz javnih sredstev. V prispevku najprej prikazujemo širši teoretični okvir, ki zajema opredelitev in merjenje teh dveh pojavov, nato rezultate merjenja za visoko šolstvo v drugih državah in nazadnje rezultate merjenja v Sloveniji. Prikaz za Slovenijo izhaja iz druge longitudinalne analize o učinkovitosti visokega šolstva v državi, ter prve empirične analize o pravičnosti financiranja le tega iz javnih sredstev. Navedene analize za Slovenijo temeljijo na dveh raziskovalnih projektih.

Secondary abstract: Efficiency and equity are two main criteria of public funding of education. At the beginning, the author presents a theoretical basis of these two phenomena, continues with the results of measurement of efficiency and equity of public funding of higher education for other countries and than concentrates on the results of measurement in Slovenia. The analysis for Slovenia is based on the second longitudinal analysis of the efficiency of higher education in the country and the first empirical analysis of equity of its funding from public sources. The presented analyses for Slovenia were performed within two research projects.
