Abstract
V diplomskem delu je predstavljeno kako je epidemija SARS-CoV-2 v letu 2020 vplivala na stanje kaznivih ravnanj nasilja v družini v Sloveniji. Opredeljena so kazniva ravnanja nasilja v družini, epidemija SARS-CoV-2 in ukrepi, ki so bili sprejeti za preprečevanje širjenja okužb. Predstavljena so kazniva dejanja in prekrški, ki so povezani z nasiljem v družini, opisana kakšna je dinamiko nasilja, kakšne oblike prijav poznamo in kakšni so ukrepi za zaščito žrtev nasilja v družini. Preverjalo se je kako so ukrepi za preprečevanje širjenje okužb vplivali na splošno populacijo in kako na odnose znotraj družine ter ugotavljalo katere skupine so bile najbolj ranljive.
Preko statističnih podatkov policije se je ugotavljalo, ali je bilo kaznivih ravnanj nasilja v družini v času epidemije več ali manj. Primerjala so se števila kaznivih ravnanj v letih od 2016 do 2020. Še posebej se je osredotočilo na primerjavo v letih 2019 in 2020 in sicer za čas razglašene epidemije od marca do decembra 2020.
Opisano je kako je v času epidemije delovala policija, centri za socialno delo ter vladne in nevladne organizacije, ter izpostavljeno nekaj njihovih akcij in objav vezanih na nasilje v družini.
Pri izdelavi diplomskega dela je bil opravljen intervju z vodjem Oddelka za mladoletniško kriminaliteto v Upravi kriminalistične policije na Generalni policijski upravi, kateri je podal ogromno informacij o načinu dela policije v primerih obravnave kaznivih ravnanj nasilja v družini.
Z diplomskim delom je bilo ugotovljeno, da je stopnja kaznivih ravnanj v času epidemije narasla. Vse vladne in nevladne organizacije so zagovornice ničelne tolerance v zvezi z nasiljem v družini, ter se hkrati trudijo opogumljati in ozaveščati tako žrtve, kot posameznike, ki nasilje v družini zaznajo, da takšna ravnanja prijavijo odgovornim institucijam.

This diploma thesis deals with the effects of the SARS-CoV-2 epidemic in 2020 on the level of the state of criminal acts of domestic violence in Slovenia.
Criminal acts of domestic violence are defined, the SARS-CoV-2 itself is introduced as well as measures that were taken to prevent the spread of infections. Criminal acts and offences relating to domestic violence are presented, as well es the dynamics of violence. Furthermore, different forms of report filing is presented, and measures for protection of victims of domestic violence. Fort the purpose of carrying out the research, it was examined what effects the measures for preventing the spread of infections had on the general public on one hand and on relations within families on the other. The most vulnerable social groups were identtified.
Police statistics was used to determine whether there were more or less criminal acts of domestic violence at the time of the epidemic. The numbers of criminal acts in the years from 2016 to 2020 were compared. Special attention was paid to the comparison in the years 2019 and 2020, especially the period from March through December 2020.
The thesis describes how the police, social work centres and governmental and non-governmental organizations were doing their work during the epidemic, and highlights some of the actions taken and publications released in connection with domestic violence.
At a certain stage of the study an interview with the head of the Department for Juvenile Delinquency in the Criminal Police Administration at the General Police Administration was conducted, who gave us a lot of information on how the police work in cases of domestic violence.
The results show that the level of criminal conduct increased during the epidemic. All governmental and non-governmental organizations advocate zero tolerance for domestic violence, and at the same time strive to encourage and raise awareness of both victims and individuals who detect signs of domestic violence to report such actions to the responsible institutions. |
