Abstract
V nalogi smo analizirali prekrške nasilja v družini, nedostojnega vedenja ter nedovoljenih prehodov državne meje na območju PU Murska Sobota, Novo mesto in Koper med letoma 2011 in 2021. Preučili smo trend gibanja prekrškov, vpliv števila nedovoljenih prehodov meje na število prekrškov nedostojnega vedenja in nasilja v družini ter ugotavljali vzroke ekstremnega odstopanja. Ugotovili smo, da število nedovoljenih prehodov meje ne vpliva na število prekrškov nedostojnega vedenja in nasilja v družini. Med letoma 2017 in 2018 smo zaznali znaten dvig nedovoljenih prehodov državne meje, predvsem na območju PU Koper in PU Novo mesto, saj migracijske poti preko Republike Slovenije večinoma potekajo preko območij, ki jih pokrivata ti dve PU. Sklepamo, da so vzrok za opisano nestabilne razmere v državah Bližnjega in Srednjega vzhoda, ki jih ljudje zapuščajo zaradi želje po boljšem življenju. Trend upadanja nedovoljenih prehodov je zaznan po letu 2019, kar pripisujemo bolj enotni politiki Evropske unije glede migrantskih vprašanj in povečani prisotnosti Slovenske policije ob državni meji z Republiko Slovenijo in Republiko Italijo. Pri analizi prekrškov nedostojnega vedenja in prekrškov nasilja v družini nismo zaznali ekstremnega odstopanja od povprečja. Število prekrškov nedostojnega vedenja enakomerno pada skozi desetletje, kar pripisujemo večji prisotnosti policistov na javnih krajih, število prekrškov nasilja v družini pa z neizrazitimi odstopanji skozi desetletje ostaja na podobni ravni. Menimo, da bi število nedovoljenih prehodov državne meje v prihodnosti zmanjšali z večjo prisotnostjo policistov Evropske agencije za mejno in obalno stražo (Frontex) pri varovanju zunanjih schengenskih meja. S pogostejšim ozaveščanjem o nedopustnosti nasilja bi pa po našem mnenju sčasoma znižali število prekrškov znotraj družine.

This diploma thesis analyses offenses of domestic violence, illegal behavior and illegal border crossing in the area of the police directorates Murska Sobota, Novo mesto and Koper between 2011 and 2021. We studied the trends of offenses and the influence of the number of illegal border crossings on the number of illegal behaviors and domestic violence. We also tried to find the causes of extreme deviations. We found that the number of illegal border crossings does not influence the number of illegal behavior offences and domestic violence. Between the years 2017 and 2018, we noticed a significant rise in illegal border crossings, especially in the areas of police directorates Koper and Novo mesto. That is because the migration routes through Slovenia mostly run through the areas covered by the two police directorates. We conclude that the cause is the instability in the Middle East and the migrants from that area leaving their homes in search of a better life. The trend of illegal border crossings declined after 2019, which is attributed to a more cohesive policy of the European Union regarding migration issues and an increased presence of Slovenian police on the Italian-Slovenian border. The analysis of illegal behavior and domestic offense did not show extreme deviations from the average. Illegal behavior offenses are steadily decreasing through the decade, which we attribute to increased presence of police in public places. The number of domestic offenses is consistent throughout the decade with minor deviations. We believe that the number of illegal border crossings could be decreased in the future with an increased presence of the European Border and Coast Guard Agency (Frontex) which protects the Schengen border. We also believe that raising awareness about inadmissibility of violence would gradually in time decrease the number of domestic violence offenses. |
