Javni shodi in vloga policije

Abstract

Slovenija na splošno velja za eno izmed varnih držav. Čeprav se prebivalci naše države počutijo varne, ne smemo zanemariti varnosti na javnih shodih, kjer lahko hitro pride do uničevanja premoženja ali fizičnega nasilja. V diplomskem delu smo se osredotočili na javne shode, na množico, prisotno na javnih shodih, na pooblastila policije in uporabo prisilnih sredstev v namen vzdrževanja javnega reda in miru. V drugem delu diplomske naloge smo izvedli raziskavo med udeleženci javnih shodov. Zanimalo nas je, ali poznajo delo policije na javnih shodih in ali je bilo na njih že uporabljeno prisilno sredstvo. Izvedli smo tudi analizo uporabe prisilnih sredstev na javnih shodih. Ugotovili smo, da se ljudje zavedajo uporabe prisilnih sredstev in da policija na javnih shodih najprej uporabi milejša prisilna sredstva. V delu analize smo proučevali napade na policiste in ugotovili, da se napadi na policiste dogajajo pogosteje kot napadi na množico.

Secondary abstract:	Slovenia is generally considered as one of the safest countries. Although people in our country feel safe, we must not neglect security at public rallies, where property destruction or physical violence can quickly ensue. In the thesis we focused on public rallies, on the crowd present at public rallies and on the powers of the police and the use of coercive means in order to maintain public order and peace. In the second part of the thesis, we conducted a survey among participants at public gatherings. We were interested in whether they knew the work of the police at public rallies and whether coercive means had already been used on them. We also performed an analysis of the use of coercive means at public gatherings. We found that people are aware of the use of coercive means and that the police first use milder coercive means at public gatherings. In one part of the analysis, we also checked the attacks on the police and found that attacks on the police are carried out more often than attacks on the crowd.
