Povzetek
Diplomsko delo predstavlja posebne policijske enote Slovenije, Združenih držav Amerike, Srbije in Litve. Omenjene države smo izbrali zaradi smiselnega pregleda razvoja, dela ter funkcij posebnih policijskih enot v Srednji, Južni in Severni Evropi ter Severni Ameriki. Namreč zanimalo nas je kako je geografski položaj vplival na razvoj teh enot in kako so/se soočajo z varnostno problematiko . V drugem delu diplomskega dela so enote med seboj primerjane, da bi lahko videli razlikovanja in podobnosti med enotami, kako opravljajo svoje delo in kakšne funkcije vse imajo. Namreč izraz »posebna policijska enota« je v prevodu in samem pomenu lahko drugače interpretirana. Nekatere države imajo posebne enote za izvajanje najzahtevnejših nalog pri bojevanju z kriminalom. Druge uporabljajo te enote za obvladovanje množic in vzpostavljanje javnega reda in miru, ko to običajna policija ni zmožna. Razlike v poimenovanju niso samo ena zadeva, ki je omembe vredna, temveč je, kot omenjeno, zgodovinski nastanek enot pomemben, saj si tako lažje predstavljamo kako in zakaj so te enote nastale, čemu služijo, kako se usposabljajo, kadrujejo ter kakšno opremo uporabljajo. Vse te razlike nam lahko pokažejo eksestencialen namen enot, kako je njihova uporaba razširjena in tudi učinkovitost le teh enot. V nekatere enote je bistveno lažje vstopiti, kot v druge. Denimo, žandarmerija sprejema samo zaposlene v MNZ Srbije, z letnimi izkušnjami. SWAT ZDA želi policiste, ki so nadpovprečno inteligentni, stabilni in v zelo dobri formi. Po drugi strani pa PPE Slovenije sprejema neuniformirane policiste z konkretno manj zahtevami, saj je tudi njena funkcija v policiji manj zahtevna, kot na primer v ZDA in Srbiji. V primerjalni analizi lahko vidimo uspešnost enot evropskega ozemlja in severno-ameriškega. Dalje, analiza nam pove, kako uspešni so Slovenski policisti PPE v primerjavi z tujimi in ali so dosledni z opremo, usposabljanjem ter delom v primerjavi z kolegi iz tujih enot.

Comparison of riot police units between slovenia and abroad |

The thesis presents the riot police units of Slovenia, the United States of America, Serbia and Lithuania. The countries were chosen to provide a meaningful overview of the development, work and functions of riot police units in Central, Southern and Northern Europe and North America. In the second part of the thesis, the units are compared with each other in order to see the differences and similarities between the units, how they do their work and what functions they all have. The term "special police unit" can be interpreted differently in translation and in meaning. Some countries have special units to carry out the most demanding crime-fighting tasks. Others use these units to control crowds and restore law and order when the ordinary police are not able to do so. The differences in naming are not just one thing to note, but, as mentioned, the historical origins of the units are important, as this makes it easier to understand how and why these units came into being, what they do, how they are trained, staffed and what equipment they use. All these differences can show us the existential purpose of the units, how their use is widespread and also the effectiveness of these units. Some units are much easier to enter than others. For example, the Gendarmerie only accepts employees of the MNZ of Serbia with years of experience. SWAT USA wants officers who are above average intelligence, stable and in very good shape. On the other hand, the Slovenian PPE accepts non-uniformed police officers with fewer specific requirements, as their function in the police is also less demanding than in the USA and Serbia, for example. In a comparative analysis we can see the performance of the units of the European territory and the North American one. Furthermore, the analysis tells us how well Slovenian PPE police officers are performing compared to foreign police officers, and whether they are consistent in terms of equipment, training and performance compared to their colleagues in foreign units. |
