Abstract

Policija po vsem svetu deluje in svoje delo opravlja na različne načine. Strokovnjaki so načine delovanja razdelili na štiri različne modele: militaristično birokratski model, na pravu temelječ model, model delitve med javno in zasebno policijsko dejavnostjo ter v skupnost usmerjeno policijsko delo ali policijsko delo v skupnosti. Izmed vseh model delovanja, ki jih policija lahko uporablja za izvajanje svoje dejavnosti se zdi, da je model policijskega dela v skupnosti najbolj uspešen pri višjem zadovoljstvu prebivalstva s policijskim delom. Model dela se uporablja v več zahodnih državah, v Sloveniji se implementacija policijskega dela v skupnosti izvaja že od osamosvojitve v obliki organizacijskih sprememb in sprememb v načinu dela s prebivalstvom. Glavno načelo policijskega dela v skupnosti je to, da mora policija služiti prebivalstvu in tako pridobiti legitimnost za svoja dejanja. Poudarek sloni tudi na proaktivnem delovanju policije. Skozi čas pandemije novega koronavirusa SARS-CoV-2, ki se je začel v letu 2020 je spremenil način kako in kje ljudje opravljajo svoje delo. Te spremembe so prav tako prišle tudi v policijsko okolje. Zaradi določenih organizacijskih sprememb in sprememb v načinu dela ter medijskim poročanjem o policijski dejavnosti sta mnenje in podpora policije v javnosti drastično padla. Strokovnjaki so bili zaskrbljeni v kakšno smer te spremembe vodijo slovensko policijo. Skozi diplomsko nalogo smo ugotovili kakšne so bile posledice delovanja slovenske policije pod ukrepi COVID-19, katere organizacijske in delovne spremembe so se med tem časom uveljavile in ali se je zaupanje prebivalstva v slovensko policijo povrnilo, sedaj ko ukrepi niso več potrebni.

Secondary title: Changes of the slovenian police in times of covid-19
Secondary abstract: Police all over the world perform their work in different ways. There are four main models of police work: the millitary-bureaucratic model, the lawful policing model, the public-private divided policing and the community policing model. Out of all four the police can use to perform their work, community policing has proven to be the most successful in achieving higher satisfaction among the people. The module is used in several western countries in Europe, in Slovenia the implementation of community policing can be seen since its independence in forms of organisational and work practice changes. The main principle of community policing is that the police must serve its people to gain legitimacy for its actions. There is a lot of emphasis on proactive police work. During the new coronavirus SARS-CoV-2 pandemic that started in the year 2020, there has been a lot of changes in the way and place where people work. Those changes have made their way into police practises as well. Due to certain organisational, way of work changes and media news the public opinion and support of police dropped drastically. Experts were concerned about the direction these changes are taking the Slovenian police force. Throughout the thesis, we have discovered what were the consequences of police working under the constrictions of COVID-19, what organisational and work changes were made during this time and if the public trust toward the police has been restored, now that the preventive measures are no longer in effect.
